This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

Performs highly complex computer systems analysis and senior hands-on full-stack application development work for the CTO organization supporting enterprise modernization and AI innovation initiatives. Work involves designing, coding, testing, implementing, integrating, and maintaining modern web applications, reusable components, APIs, databases, cloud-ready services, AI-enabled applications, and agent-based solutions. Serves as a senior full-stack developer responsible for building secure, scalable, accessible, and maintainable digital solutions that support legacy application modernization, automation of business processes, integration with enterprise systems, and responsible use of AI capabilities. The position supports development of AI-enabled tools, including agent-based applications that can interact with users, call approved APIs or tools, retrieve and summarize information, support workflow automation, and integrate with agency-approved AI platforms and enterprise systems. Collaborate with product owners, business stakeholders, architects, data, cloud, security, and program teams to translate business needs into reliable technical solutions. Prepares technical documentation, supports code quality, troubleshoots complex application issues, and provides technical guidance to development team members. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Builds secure, accessible, responsive, and user-centered front-end solutions that integrate with APIs, databases, cloud services, and enterprise platforms.

Designs, develops, and maintains secure backend services, business logic, RESTful APIs, data access layers, and integration workflows connecting application front-ends with databases, cloud services, AI services, and enterprise systems. Supports modernization of legacy capabilities through scalable and maintainable architecture patterns.

Designs and develops AI-enabled and agent-based application capabilities, including chat-based interfaces, workflow agents, tool/API-calling agents, retrieval-augmented generation patterns, prompt-enabled application features, and integrations with approved AI platforms. Ensures agent solutions are secure, auditable, reliable, and aligned with agency technology, data, and security standards.

Evaluates application performance, identifies and resolves front-end and backend issues, improves reliability, reduces latency, supports secure coding practices, performs testing, and assists with application troubleshooting across development and production environments.

Initial Screening Criteria:
  • Graduation from an accredited four‑year college or university with major coursework in computer science, software engineering, information systems, or a related field. Experience may substitute for education on a year‑for‑year basis.
  • 10+ years of experience with Java
  • 5+ years experience with front end technologies like Angular, React, ect.
  • Must experience with API's
  • Must have 3 years experience with cloud technologies like AWS, Azure, or similar.
Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
