Position Summary

Colorado Network Staffing (CNS) is seeking an experienced Consulting GIS Specialist (Service Center Manager / Application Developer) to support a federal client in managing enterprise geospatial information systems and GIS operations. This position is responsible for overseeing the day-to-day operations of a regional GIS Service Center while managing enterprise geospatial databases, GIS application development, systems administration, and technical support.

The Consulting GIS Specialist will lead GIS personnel, coordinate enterprise GIS initiatives, develop GIS applications, and ensure the integrity, security, and availability of geospatial systems supporting engineering, environmental, land management, and natural resource programs. Experience with ESRI Enterprise technologies, GIS systems administration, application development, cloud environments, and federal GIS programs is strongly preferred.


Essential FunctionsGIS Program Management
  • Manage the daily operations of the GIS Service Center and supervise GIS staff.
  • Coordinate project priorities, workload assignments, and resource planning.
  • Ensure GIS systems remain operational, secure, and available to support client programs and mission requirements.
  • Develop long-range strategies for GIS technologies and enterprise geospatial services.
Application Development & Systems Administration
  • Design, develop, and maintain enterprise GIS applications using ESRI technologies.
  • Develop custom GIS tools, web applications, automation scripts, and user interfaces.
  • Manage ArcGIS Enterprise, ArcGIS Online, cloud-based GIS environments, databases, and web services.
  • Support software upgrades, server administration, system backups, and cybersecurity initiatives.
Geospatial Data Management
  • Oversee enterprise geodatabases and ensure data integrity.
  • Develop GIS workflows, database schemas, and quality assurance procedures.
  • Support mapping, spatial analysis, remote sensing, modeling, and field data collection activities.
  • Ensure compliance with Federal Geographic Data Committee (FGDC) and ISO metadata standards.
Leadership & Customer Support
  • Provide technical leadership and mentoring to GIS staff.
  • Coordinate with project managers, engineers, scientists, IT personnel, and other stakeholders.
  • Provide enterprise GIS technical support and user training.
  • Assist with project planning, budgeting, reporting, and GIS modernization initiatives.
QualificationsRequired Qualifications
  • Bachelor's degree in Geography, GIS, Computer Science, Engineering, Natural Resources, or a related field (or equivalent experience).
  • Experience managing enterprise GIS operations and supervising technical staff.
  • Experience with ArcGIS Enterprise, ArcGIS Online, the ESRI software suite, and enterprise geodatabases.
  • Experience developing GIS applications using Python, JavaScript, C#, .NET, Arcade, ModelBuilder, or similar technologies.
  • Knowledge of GIS server administration, cloud technologies, networking, and database management.
  • Strong leadership, project management, and communication skills.
  • Proficiency with Microsoft Office Suite.
Preferred Qualifications
  • Experience supporting federal agencies or government GIS programs.
  • Experience with enterprise GIS environments supporting engineering, environmental, land management, or natural resource initiatives.
  • Experience with GPS, CAD integration, remote sensing, and spatial modeling.
  • Knowledge of SQL Server, ArcGIS Server, ArcSDE, and enterprise web services.

Work Environment
