Job description

POSITION SUMMARY The Oracle DBA / Spatial Engineer owns the database layer of the TMS contract: Oracle 19c administration, Oracle Spatial geometry maintenance, PL/SQL development and troubleshooting, nightly refresh execution, and integration between the ArcGIS layer and the Oracle data model. The TMS database is massive — 3,026 tables, 3,831 indexes, 163 packages, 123 procedures, 94 triggers, 80 jobs — and the 4-million-plus media item repository depends on Oracle performance and availability. This individual is the production-database escalation point for all TMS teams. KEY RESPONSIBILITIES · Administer and sustain the TMS Oracle 19c+ production database; perform OS upgrades, patching, and configuration management to maintain security and performance · Execute and monitor the nightly Travelways refresh; validate changes to Roadway Network Coverage and resend tables to Oracle as required (§2.3.9) · Execute the Travelway Maintenance Interface to apply ArcGIS updates to the Oracle database (§2.3.9) · Develop and maintain PL/SQL packages, procedures, triggers, and functions; resolve PL/SQL-level error and malfunction reports within the 2-business-day SLA · Maintain Oracle Spatial geometry tables, indexes, and materialized views; support Travelway Associative Maintenance application data quality assurance · Support the Nightly Refresh System: modify applications, packages, procedures, and views as needed; maintain database trigger objects; execute annual History and Safety updates (§2.3.11) · Perform data quality and integrity checks; maintain production data accuracy as required by TMS management activities · Run security code scans against database-layer objects; remediate High-Threat vulnerabilities within 10 business days (§2.3.7) · Document all maintenance performed in Technical Records; maintain engineering notebooks for database changes and PL/SQL modifications · Coordinate with .NET developers on data-model changes: provide impact analysis on dependent TMS applications before any structural database change REQUIRED QUALIFICATIONS · Minimum 3 years of Oracle database administration experience · Minimum 1 year of experience with Oracle Spatial database (§2.2.3) · Minimum 1 year of PL/SQL development experience (§2.2.3) · Minimum 1 year of experience with location referencing applications and data (§2.2.3) · Experience with Oracle 19c or higher · Minimum 1 year of experience similar to MoDOT's current computer technical architecture · Ability to pass MoDOT background check PREFERRED QUALIFICATIONS · Experience with ESRI ArcGIS integration with Oracle Spatial (ArcSDE or direct Oracle Spatial connection) · Experience with SQL Developer 23.1 and Oracle SQL Server Management tooling · Familiarity with nightly batch processing architecture in an Oracle environment · Minimum 1 year of experience with transportation-related applications (§2.2.3) · Oracle Database Administrator Certified Professional (OCP) credential · Experience with Crystal Reports connecting to Oracle data sources · Missouri residency or St. Louis metro area location.
