Job description

Data Governance and Compliance Manager

Location: Atlanta, GA
Work Environment: Hybrid (Onsite Monday–Thursday, 8:30am–5:00pm; Remote Friday)


Position Summary

The Data Governance and Compliance Manager will play a key role in developing and implementing a sustainable, citywide data governance framework. This framework will enhance decision-making, improve operational efficiency, and support public service delivery through ethical, secure, and efficient use of data.

The successful candidate will establish and lead a Data Governance Committee, define enterprise-wide data taxonomy and governance policies, and create a strategic framework aligned with city performance goals. This role will help eliminate data silos, enable predictive and real-time analytics, and strengthen accountability across departments.


Key Responsibilities

Develop & Operationalize a Data Governance Framework

  • Define roles and responsibilities for data stewardship across departments.
  • Establish data classification, access, and retention policies.
  • Standardize data collection, usage, and quality control processes.
  • Create and maintain city-wide data taxonomy and governance documentation.
  • Track KPIs and adjust governance strategies as needed.

Ensure Compliance with Regulations

  • Align practices with HIPAA, GDPR, CCPA, CJIS, and local data privacy laws.
  • Prepare for audits and manage documentation for compliance reviews.
  • Conduct risk assessments and provide mitigation recommendations.

Data Quality & Lifecycle Management

  • Create data lineage and inventory across city systems.
  • Establish procedures for cleansing, validating, and reconciling data.
  • Develop archival and disposal protocols.

Training & Capacity Building

  • Design and deliver training programs on governance and compliance best practices.
  • Lead workshops and awareness campaigns to build internal capacity.

Cross-Departmental Collaboration & Policy Alignment

  • Act as a liaison between IT and other city departments.
