Data Statistician Jobs (NOW HIRING)

The Statistician provides statistical and analytical expertise to VHA leaders and field managers in support of the Office of Analytics Performance Integration (API), Clinical Assessment, Reporting and Tracking (CART). The incumbent works as a professional member of API/CART, under the Office of Quality and Patient Safety (QPS).Qualifications:

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Individual Occupational Requirements Basic Requirements:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Selective Placement Factor: A Selective Placement Factor* has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for this position. The selective placement factor for this position is:

• Do you have experience improving complex management processes and data systems, including retrieving and displaying statistical data from a Corporate Data Warehouse; designing and developing national SQL databases; translating data into meaningful management information; and performing data analysis/estimation using R and/or Python.

Specialized Experience:In addition to meeting the basic education requirement, you must also meet the specialized experience requirement. Specialized experience for the GS-13 grade level is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include but are not limited to:

• Mastering of a wide range of quantitative and qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and data systems.
• Applying methods of scientific inquiry and quantitative techniques, specifically statistical design and analysis, data modeling, network analysis and other operations research analytical techniques, statistical estimation and inference.
• Planning and organizing work and negotiating effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or that may be in conflict with the desires of the activity studied.
• Understanding the principles of corporate databases, including those related to performance, financial management, enrollment, planning and workload.
• Communicating both orally and in writing to diverse audiences at all levels of VA, as well as oversight organizations and external stakeholders.

There is no educational substitution for the GS-13 level.
