DATA & ANALYTICS ARCHITECT
DEPARTMENT OF INNOVATION AND TECHNOLOGY
CITY OF WORCESTER
The City of Worcester is seeking qualified applicants for a Data & Analytics Architect in the Innovation and Technology Department. Under the direction of the GIS Manager, this position plays a pivotal role in enabling data-driven decision-making across the organization by combining the analytical rigor of a data scientist with the strategic foresight of a data architect. The Data and Analytics Architect will design and implement data models, develop predictive analytics, and ensure the integrity, accessibility, and security of enterprise data assets. This role supports the City's mission by transforming data into actionable insights that improve public services, operational efficiency, and policy outcomes.

ESSENTIAL ELEMENTS:
  • Collaborate with departments to define data strategies, metrics, and governance frameworks.
  • Develop and maintain enterprise data architecture at conceptual, logical, and application levels.
  • Establish and enforce data quality, metadata, and data stewardship standards.
  • Contribute to the development of data management policies, including privacy, compliance, and retention.
  • Contribute to the development of AI policies and assessments.
  • Design and implement data models to support enterprise applications and reporting needs.
  • Develop and deploy statistical models, machine learning algorithms, and data mining techniques.
  • Analyze large, complex datasets to identify trends, patterns, and actionable insights.
  • Create dashboards and visualizations to communicate findings to technical and non-technical stakeholders.
  • Maintain a strong understanding and awareness of large language models and artificial intelligence tools, as well as their ability to support City priorities.
  • Support the integration of data across systems (e.g., ERP, CRM, GIS) to ensure consistency and usability.
  • Collaborate with IT teams to implement data pipelines, APIs, and ETL processes.
  • Collaborate with IT teams to implement integrations with large language and AI platforms.
  • Evaluate and recommend tools, platforms, and technologies for data storage, processing, and analysis.
  • Monitor and improve data architecture performance, scalability, and reliability.
  • Provide guidance to IT staff and business users around approved AI tools, their effective use, and compliance with policy.
  • Provide technical guidance to analysts and developers on data best practices.
  • Document data flows, models, and architecture to maintain transparency and continuity.
  • Participate in disaster recovery planning and ensure data backup and business continuity protocols are in place.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Proficiency in SQL, Python, or R.
  • Familiarity with relational and NoSQL databases.
  • Understanding of data governance, metadata management, and data lifecycle practices.
  • Familiarity with cloud platforms (Azure, AWS) and big data frameworks (Hadoop, Spark).
  • Ability to integrate data across systems (ERP, CRM, GIS, AI platforms).
  • Experience designing and implementing data models

MINIMUM REQUIREMENTS:
  • Bachelor's degree in computer science, data science, information systems, statistics, or a related field; OR
    • Any equivalent combination of education, training and five (5) years of relevant experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position may be considered in lieu of above requirement(s).
  • Valid driver's license and access to reliable transportation
  • Five (5) years of experience in data science, data architecture, or a related field.
  • Proven experience with data modeling, statistical analysis, and enterprise data integration.
  • Two (2) years of experience designing and implementing data models.
  • Two (2) years of experience with data visualization tools (e.g., Power BI, Tableau).
  • Two (2) years of experience developing enterprise data strategies and governance frameworks.
  • Two (2) years of experience supporting AI policy development and implementing AI tools.

PREFERRED REQUIREMENTS:
  • Master's degree in computer science, data science, information systems, or a related field.
  • Relevant certifications (e.g., Certified Data Management Professional, Microsoft Azure Data Engineer, AWS Data Analytics).
  • Seven (7) years of experience in data science, data architecture, or a related field.
  • Five (5) years of experience with AI policy development and integration of large language models.
  • Three (3) years of experience with data stewardship, privacy, compliance, and retention policies.
  • Three (3) years of experience with disaster recovery planning and business continuity protocols.
  • Familiarity with public sector data systems and regulatory requirements.

SALARY RANGE: $93,232 - $122,661 annually, full-time, exempt, with an excellent benefits package.
