Operations Research/Systems Analyst (ORSA)

D amp;G is seeking an Operations Research/Systems Analyst to support USSTRATCOM/J7 assessments across campaign, risk, operations, and Joint Force evaluation areas. The ORSA applies advanced analytics, modeling, and quantitative methods to assess strategic deterrence progress, operational effectiveness, and enterprise‑level risk, producing defensible, senior‑leader–ready insights that inform national‑level decision‑making.
What You Will Do
  • Analyze diplomatic, informational, military, and economic data; evaluate progress toward strategic deterrence and mission objectives.
  • Develop, refine, and apply measurement criteria (MOEs/MOPs) to assess U.S. operations and global conditions.
  • Produce campaign, risk, operations, and Joint Force assessments; synthesize trends, key findings, and recommendations.
  • Create strategy‑to‑task linkages across NSS, NDS, Global Campaign Plans, and USSTRATCOM Campaign Orders.
  • Enter and maintain defensible assessments in authoritative databases with fully documented analytic logic.
  • Deliver graduate‑level written products, brief senior leaders, and adjust briefing materials as required.
  • Support planning teams across USSTRATCOM, Joint Staff, CCMDs, and interagency partners.
  • Build and manage structured data systems; develop dashboards, analytic tools, and GUIs; apply statistical methods and ML to support data‑driven decision‑making.
  • Participate in boards, working groups, and assessment forums; support administrative processes and reporting.

What We Are Looking For
Required
  • Bachelor’s degree or higher in the field of business analytics, computer science, data science, operations research, data analytics, actuarial science, mathematics, and/or engineering or equivalent is required.
  • At least 10 years of experience applying a wide range of operations research methods and techniques.
  • Demonstrated expertise in quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve complex problems or define and clarify alternative solutions.
  • Experience participating in study teams and collaborating across disciplines to deliver actionable insight.
  • Proven ability to originate new ideas, projects, and methodologies to address complex organizational challenges.
  • Experience executing projects and/or studies within established financial and/or time constraints.
  • Skilled in developing and utilizing appropriate data collection techniques to support analysis, modeling, and decision-making.
  • Familiarity with Agile methodologies, including contributing to sprint planning, backlog grooming, and retrospectives.
  • Proficiency in Python and R for quantitative analysis, modeling, and statistical computation.

  • Active TS/SCI clearance required.
