Position Summary
The Program Manager - BehavioralHealth&Intimate Partner Violence/Quality Improvementprovides targeted technical assistance to Alaska Community Health Centers focusedbehavioral health integration,intimate partner violence,and quality improvement as core elements of effective health center operations.
This position is housed within APCA's Health Center Operations & Quality Department and works closely with health center leadership teams to addressbehavioralhealthintegrationandaddressing intimate partner violenceinprimary healthcare, along with quality improvement initiatives across the healthcare continuumthrough operational, organizational, and leadership system improvements.
The Program Manager collaborates with operations, quality, finance, andworkforcestaffat APCA.
Essential Duties and Responsibilitiesinclude the following:

SupportTechnical Assistance
Provide direct technical assistanceor trainingto health center leadership& staffrelated to:
Behavioral Health integration in a Federally Qualified Health Center (FQHC) setting
Behavioral Health Compliance
Addressing intimate partner violence in primary care
Quality improvement initiatives
Support health centers in identifyingworkflow-relatedopportunities for improvementand developing practical, centerspecific strategies to address them.
Serve as a trusted advisor to health center leaders navigatingbehavioral health integration, implementing intimate partner violence screenings and interventions, and execution of Plan-Do-Study-Act (PDSA) cycles related to quality improvement.
Deliver presentations to community leaders and stakeholders, as a subject matter expert.
Assist health centerstogainrole claritywithin each respective workflow.
Supporthealth centers todevelopefficient workflows to support their initiatives.
Integratelocal community and stateconsiderations into broader improvement efforts, including access, care team design, and quality improvement.
Being knowledgeable about and sharing relevant best practices from health centers in Alaska and nationwide.
Being knowledgeable about and connecting Alaska health centers with relevant subject matter experts and resources.
Program Development &Implementation
Contribute to development and implementation ofbehavioral healthsupportinitiatives,workplans, and deliverableswithin OPS.
Contribute to development and implementation of intimate partner violence screening and intervention support initiatives,workplans, and deliverableswithin OPS.
Participate in site visits,collaborativelearning activities, and conveningsas applicable to behavioral health and intimate partner violence.
Collaborate across APCA departments to ensure integrated, high-quality technical assistance to health centers.
Develop andtrackshort-and long-term performance measuresbased on health center needs; use data to improve health center program outcomes.
Assist withprocurement processesandcontractsin accordance with funding requirements and organizational policies.
Develop oftools, resources, and guidance to supportoperational improvementsfocusedaroundbehavioral health integrationand intimate partner violence.
Collect, analyze, and use program data to assess impact and outcomes andrecommend changes.
Recommend changes to workplans and budgetsto meet health center needs and improve program effectiveness.
Contribute totimelyandaccuratereportsofrelated to relevantactivities, deliverables, and performance measuresfor leadership, funders, and other stakeholders.
Other Duties as Assigned
Represent APCA at regional, statewide, and national meetings, convenings, and workgroups, as assigned, including participation with HRSA, NACHC, PCA partners, and other stakeholders.
Contribute to cross-departmental APCA initiatives and organizational priorities beyond core program responsibilities.
Respond flexibly to emerging health center needs, policy changes, public health events, or funding opportunities that affect health centers.
Support special projects, pilots, or time-limited initiatives aligned with APCA's strategic goals and member needs.
Serve as an organizational resource to advance APCA's role as a trusted partner and technical assistance provider for Alaska health centers.
Partnerships & Relationships
Manage external partnerships in collaboration with the Population Health & Quality Improvement Senior Manager.
Maintain ongoing and effective collaboration and communication in relationships with APCA partners, funders, stakeholders, staff, and subject matter experts to create, update, and continuously improve programs.
Work collaboratively with APCA staff and leaders to achieve objectives and ensure programming is aligned with grant goals & outcomes, APCA strategy, and health center needs.
Qualifications/Knowledge
Required
Associate'sdegree in public health, health administration,behavioral health, or a related field.
Minimum oftwo(2) years of progressively responsible experience in healthcare, public health, or workforce-related roles.
Experience working with or supporting community health centers, primary care associations, or safety-net healthcare organizations.
Strong understanding ofbehavioral health landscapein rural and frontier healthcare settings.
Strong understanding of intimate partner violence screening and intervention challenges in rural and frontier healthcare settings.
Experience with implementing quality improvement techniques.
Ability to provide practical, solutions-oriented technical assistance to a variety of health center stakeholders.
Proficiency with Microsoft Office Suite.
Valid Alaska Driver's License and access to reliable, insured transportation.
Experience providing technical assistance, coaching, or advisory support to healthcare leadership teams.
Familiarity withfederal grant requirements.
Preferred
Bachelor's degree inpublic health, health administration, behavioral health, or a related field.

In-state travel occurs multiple times per year, including travel to rural and remote communities.
Out-of-state travel may be required one to three (1-3) times per year.

Hours per Week
This is afull-time position,40 hours/week. Generally,the hoursare 8:00 a.m. to 5:00 p.m.
