This is a repost of 146041 due to a candidate falling off in onboarding. The manager noted that data quality is not the same thing as quality assurance. They noted that many of the candidates in the last group had extensive experience with quality assurance and software testing/engineering but were missing experience with Data Quality. For this role they are looking for more experience with Data Quality Skills.

Note: Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Position is 100% remote within the state of WI.

The manager requested a 1 bid limit to ensure only the top candidate from each vendor is submitted. This is a true new need.

Top Required Skills & Years of Experience:

  • 4-7 years of experience in work focused on resolving data quality issues with health data
  • 4-7 years of experience data analysis/assessment using SQL queries, or similar.
  • Advanced skill in communicating in writing, orally, electronically and in person.
  • 1-3 leading a team focused on data quality (or similar) efforts.

Nice to Have Skills:

  • 1-3 years of experience working with immunization records in either an Immunization Information System, Electronic Health Record, or similar software.
  • 1-3 years of experience in work focused on data exchange of health data (ASCII flat file, HL7, or similar formats).

Description:

  • This position leads data quality efforts on the Data Quality Team. This includes providing technical consultation at the provider level, maintaining and promoting use of WIR data quality tools, providing regular data quality reports and recommendations, and leading data quality activities.

A.         Data Quality Activities

A1.       Design, create and manage WIR Data Quality documentation, following unit guidelines and update as needed based on state and national recommendations.

A2.       Lead WIR Unit staff focused on data quality initiatives.

A3.       Develop and provide regular, and ad hoc data quality summary reports to the WIR Unit Supervisor.

A4.       Provide SQL query support to other WIR teams (DAT Deduplication, Data Exchange, etc.) as needed.

A5.       Manage WIR data quality tools/queries, and regularly assess and recommend (if necessary) development changes to the tools/queries.

A6.       Provide subject matter expertise for development/maintenance focused on data quality and/or data quality tools.

B.         Technical Assistance and Training

B1.       Direct WIR Unit staff on WIR data quality issue identification and resolution.

B2.       Provide direction to WIR providers utilizing data quality assessment report cards.

B3.       Train internal users on data quality and systems reporting tools/activities.

B4.       Promote the use of WIR data quality tools with internal and external users.

C.         Data Quality Coordination

C1.       Plan and develop data quality and operational improvement projects for IIS, including coordination of quality control reports.

C2.       Evaluate program operations related to data quality; recommend actions to improve completeness and accuracy of data and streamline operational processes.

C3.       Identify potential risks and difficulties in applying data quality interventions and design strategies to mitigate or avoid them.
