Financial Manager - Human Services Dept.

The Manitowoc County Human Services Department is seeking an experienced, collaborative, and strategic Financial Manager to lead the department's financial operations and supervise a dedicated team of financial professionals.

This leadership position oversees all financial activities related to Medicaid and third-party insurance billing, ensuring compliance with federal, state, and county regulations while maximizing revenue to support critical human services programs. The Financial Manager plays a key role in strengthening the department's financial performance and ensuring the long-term sustainability of services that benefit our community.

Essential Responsibilities

  • Direct and oversee all Medicaid and third-party insurance billing operations, including claims submission, reconciliation, denial management, collections, and revenue optimization.
  • Ensure compliance with federal and state Medicaid regulations, managed care requirements, and county financial policies and procedures.
  • Prepare and present financial reports, forecasts, analyses, and recommendations for department leadership and county administration.
  • Lead the development, preparation, monitoring, and management of the department's operating budget.
  • Supervise financial staff through recruitment, onboarding, training, coaching, performance evaluations, and employee development while fostering a collaborative and high-performing team environment.
  • Conduct regular staff meetings, provide technical guidance, and promote continuous process improvement.
  • Partner with Information Technology staff and software vendors to support billing system enhancements, system interfaces, upgrades, and troubleshooting.
  • Coordinate audit preparation and responses, including documentation, data validation, system access reviews, and implementation of corrective action plans.
  • Identify opportunities to improve financial processes, internal controls, operational efficiency, and revenue recovery.
  • Serve as a financial resource to department leadership on billing, reimbursement, budgeting, and regulatory compliance.
