Job description

Legend Biotech is seeking a Sr. Manager Data Governance as part of the Information Technology team based in Bridgewater, NJ.

Role Overview

The Sr. Manager, Data Governance is responsible for establishing and maintaining Legend Biotech's enterprise data governance framework to ensure data quality, integrity, security, and regulatory compliance across all business units. This leader will develop and enforce policies, standards, and processes that enable trusted, well-managed data assets for decision-making and adherence to industry regulations (GxP, SOX, NIS2, GDPR, etc.). The role collaborates closely with IT, business stakeholders, and compliance teams to embed data governance into workflows and systems.

Key Responsibilities
  • Establish and refine governance policies, standards, and procedures to ensure secure, effective data management. Align frameworks with business goals and regulations (e.g., GDPR, ROPA, CCPA, HIPAA, GxP). Define roles, committees, and stewardship processes supported by technology.
  • Set metrics and controls to maintain data accuracy, consistency, and completeness. Lead initiatives to resolve integrity issues and support reliable analytics.
  • Maintain data catalogs and dictionaries. Use tools (e.g., OneTrust) for metadata documentation and lineage tracking to ensure transparency and accessibility.
  • Enforce privacy and security regulations via audits and controls.
  • Collaborate with IT to apply access, encryption, and DLP policies across Azure and AWS. Use Microsoft E5 tools (e.g., Purview) for automated compliance monitoring and risk mitigation.
  • Liaise across technical and business teams to define standards and resolve governance issues. Promote understanding and adoption of governance practices.
  • Deliver programs to build data literacy and stewardship. Educate staff on responsibilities for data quality and protection.
  • Monitor KPIs (e.g., quality, compliance, issue resolution) and report to leadership. Drive continuous enhancements to governance processes and tools.
  • Oversee data demand intake and catalog maintenance. Prioritize governance efforts based on business needs and risk. Lead execution of high-impact initiatives.
  • Ability to oversee execution the Data Demand end to end process.
  • Ability to oversee execution of the Data Catalog/Inventory process.
  • Drives implementation of the System IT Data Strategy.
  • Ability to develop processes and procedures to align with the Enterprise Data Governance Charter approved by the Data Governance Committee.
  • Champion the importance of good data management principles to all stakeholders.
  • Flexible, nimble leadership style that can shift quickly to new priorities and deliver outcomes based on Business needs.
  • Results-focused with an unrelenting push toward delivering value through standardization and ongoing improvements align with Business needs.
  • Expertise in relationship management and an exemplary ability to manage stakeholder expectations through clear and transparent communications.
Requirements
  • Bachelor's Degree in Information Management, Computer Science, Data Science, Business Administration, or a related field required. An advanced degree (Master's or MBA) in a relevant discipline is preferred, especially with coursework in data management or analytics.
  • Professional certifications in data governance or related fields are a plus. Examples include Certified Data Management Professional (CDMP), Data Governance and Stewardship Professional (DGSP), or certifications in cloud and security like Certified Information Privacy Technologist (CIPT), Certified Information Systems Security Professional (CISSP), or CDPSE.
  • 5+ years of relevant experience in data governance, data management, or related data-centric roles. At least 5 years of experience within the pharmaceutical, biotech, or other highly regulated industries is strongly preferred. Candidates should have a proven track record of implementing or maturing data governance programs and driving data quality or compliance initiatives in a complex business environment. Experience navigating regulatory requirements in life sciences (such as GxP for clinical/manufacturing data, 21 CFR Part 11 for electronic records, SOX for financial controls, GDPR/CCPA for data privacy) is essential. Familiarity with standards and frameworks like DAMA-DMBOK (Data Management Body of Knowledge) or ISO data governance standards is a plus.
  • Hands-on experience with data governance and privacy management software. Experience with OneTrust or similar platforms for data discovery, classification, and privacy compliance is highly desirable. Knowledge of enterprise data catalog or metadata management tools (e.g., Collibra, etc.) is an advantage.
  • Strong working knowledge of managing data in cloud environments, specifically Microsoft Azure and Amazon Web Services (AWS).
  • Solid understanding of Microsoft's enterprise security and compliance ecosystem. Familiarity with Microsoft 365 E5 compliance features - for example, using Microsoft Purview for data governance, Data Loss Prevention (DLP) policies, information protection labeling, eDiscovery, and audit logging - is required to effectively govern and protect data across Microsoft 365 services.
  • Knowledge of data architecture principles and experience working with data integration technologies. Proficiency in SQL and understanding of relational and non-relational database systems.
  • While not a primary focus, familiarity with business intelligence and reporting platforms (e.g., Tableau, Power BI) is helpful to understand how data is consumed.
  • Language(s): Fluency in English is required
