ISN is seeking Public Health (Tobacco Compliance) Inspectors or those who wish to become a Compliance Inspector to conduct undercover tobacco compliance inspections at retail locations throughout Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. Inspectors will follow strict federal and state protocols to ensure compliance with the Family Smoking Prevention and Tobacco Control Act and Food & Drug Administration (FDA) guidelines. This position plays a critical role in enforcing tobacco regulations, preventing youth access to tobacco products, and ensuring compliance with advertising and labeling standards.


A Public Health Tobacco Compliance Inspector needs to be reliable, detail-oriented, and ready to assist Underage Purchasers in performing non-confrontational compliance checks.



Key Responsibilities:


Compliance Inspections & Enforcement

  • Conduct Undercover Buy (UB) and Advertising & Labeling (A&L) inspections at licensed tobacco retail outlets.
  • Ensure compliance with FDA and State guidelines related to tobacco sales and marketing.
  • Properly document findings and maintain compliance with chain of custody protocols for evidence storage.
  • Coordinate with state and federal program officials to support compliance enforcement actions.
  • Provide testimony and declarations for enforcement or judicial actions when required.
  • Provide guidance and training to your paired Underage Purchaser to ensure that all inspection outcomes meet FDA standards and guidelines.

Data Collection & Reporting

  • Accurately enter inspection results into the FDA Tobacco Inspection Management System (TIMS).
  • Prepare and submit detailed reports on findings that align with the FDA program requirements.
  • Participate in routine quality assurance reviews to ensure inspection accuracy and procedural adherence.
  • Responsible for completing accurate reports for every inspection completed adhering to ISN's strict quality guidelines.
  • Ensure that all evidence handled is properly logged, secured, and shipped as required by the FDA.

Training & Professional Development

  • All Compliance Inspectors will complete a series of paid training courses before being cleared to work with Underage Purchasers in the field.
  • Complete annual training and certification to maintain FDA Commissioned Inspector status.
  • Attend regular program meetings and refresher training sessions to stay updated on federal and state regulations.
  • Must be able to undergo a security clearance background check and become credentialed by the FDA.


Experience/Skills:

  • All inspectors must be currently employed with a State or local government law enforcement agency or a regulatory agency to be contracted with the FDA program.
