DEADLINE FOR APPLICATIONS: Open Until Filled

Established in 1937, the Housing Authority of the City of Austin (HACA) is a national leader in providing safe, healthy and affordable housing options for the Austin community. HACA's mission is to cultivate sustainable affordable housing communities and partnerships that inspire self-reliance, growth and optimism.

The Austin Affordable Housing Corporation (AAHC) is seeking a Policy & Data Analyst to join our team. In this critical role, you will analyze, synthesize, and communicate data regarding the economic and community impacts of our real estate activities. Your insights, reports, and policy briefs will serve a vital purpose: educating state legislators and key stakeholders on the tangible impacts of housing acquisitions under the Texas Local Government Code.

What you will do in this position:

Economic & Community Impact Analysis:

  • Conduct rigorous, data-driven analysis of AAHC's real estate acquisitions and development activities. You will evaluate how these projects translate into tangible economic benefits and positive community outcomes.

Framework & Methodology Design:

  • Develop, refine, and implement analytical frameworks to accurately measure and quantify the long-term economic impact of property acquisitions under Chapter 392 of the Texas Local Government Code.

Data Visualization & Reporting:

  • Design and maintain interactive dashboards, performance reporting tools, and visual graphics. Translate raw figures into compelling presentations and formal reports for senior leadership.

Cross-Functional Data Integrity:

  • Collaborate closely with internal departments to aggregate, clean, and validate complex financial, real estate, and operational datasets, ensuring high data accuracy.

Data Storytelling & Stakeholder Messaging:

  • Bridge the gap between technical data and public policy by translating complex analytics into clear, concise, and accessible messaging for non-technical stakeholders and the general public.

Legislative Tracking & Briefing:

  • Actively monitor, analyze, and report on Texas state legislative developments, statutory changes, and policy shifts that impact affordable housing and real estate development.

Advocacy & Education Support:

  • Utilize data insights to draft high-impact policy briefs, advocacy materials, and strategic talking points. These materials will be used to educate state legislators and key housing stakeholders on AAHC's impact.

Benchmarking & Peer Research:

  • Conduct market research and comparative benchmarking studies on peer organizations and national housing authorities to identify industry best practices and strategic opportunities.

Strategic Initiative Execution:

  • Provide analytical support, research, and project management for ad-hoc strategic initiatives and special development projects as directed by leadership.

More about this position:

Qualified candidates must possess:

  • Bachelor's degree in Public Policy, Economics, Urban Planning, Data Analytics, Finance, or a related field
  • At least 3 years of professional experience in data or policy analysis (relevant academic or specialized professional experience may be considered).
  • Proficiency in Excel and data visualization tools, with a proven track record of analyzing datasets and translating insights.
  • Strong written and verbal communication skills with experience in policy or economic impact research.
  • Demonstrated ability to manage multiple projects and tight deadlines simultaneously.

Preferred candidates should possess:

  • Master's degree in a related field.
  • Direct experience working in the affordable housing sector or public sector.
  • Familiarity with Chapter 392 and Public Facility Corporation (PFC) structures.
  • Knowledge of Texas state legislative processes.
  • Advanced analytics skills (e.g., R, Python) and experience building advanced metrics/dashboards.
  • Exceptional data storytelling abilities.

Benefits:

  • Paid sick leave, annual leave, birthday leave & federal holidays
  • 100% of employee health insurance premiums paid by the agency
  • Supplemental health, dental, vision, and life insurance options for employees and family
