Job Title: Data Engineer – Oracle Fusion & Data Platform Integration

Location: Durham, NC (Hybrid)

About the Role

We are seeking a Data Engineer to join our growing data team to help design, build, and extend our data platform. This will be a transformative modernization of its enterprise systems, including the implementation of Oracle ERP, HCM, and Utility Billing platforms, alongside Fusion Data Intelligence and Fusion Analytics Warehouse (FAW).

This role will be instrumental in enabling data extensibility, integrating third-party systems (e.g., Clariti on Salesforce, Esri GIS), and ensuring robust data governance and security practices across the data ecosystem.

Key Responsibilities

  • Design and implement ETL/ELT pipelines using Oracle Data Integrator (ODI), Oracle Integration Cloud (OIC), and Fusion Analytics extensibility frameworks.
  • Extend and customize Oracle Fusion Analytics data models to support city-specific reporting and analytics needs.
  • Integrate third-party data sources (e.g., Salesforce, Esri, legacy systems) into the Fusion Analytics Warehouse.
  • Collaborate with business analysts, application owners, and data stewards to define data requirements and ensure data quality.
  • Implement and enforce data governance policies, metadata management, and data lineage tracking.
  • Support the full software development lifecycle (SDLC) for data solutions, including requirements gathering, design, development, testing, deployment, and documentation.
  • Ensure data security and compliance with municipal, state, and federal regulations.
  • Monitor and optimize data pipelines for performance and reliability.

Qualifications

Required:

  • 5+ years of experience in data engineering, with a focus on Oracle technologies.
  • Strong experience with Oracle Fusion Applications (ERP, HCM, Utilities) and Fusion Analytics Warehouse (FAW).
  • Proficiency in Oracle Data Integrator (ODI), Oracle Integration Cloud (OIC), or similar ETL tools.
  • Solid understanding of data modeling, SQL, and performance tuning in Oracle environments.
  • Experience with data governance frameworks and tools (e.g., Collibra, Informatica, or Oracle Enterprise Metadata Management).
  • Familiarity with integrating cloud-based and on-premise systems, including Salesforce and Esri GIS.
  • Understanding of security best practices for data platforms, including role-based access control and data masking.

  • 1. Purpose of Engagement
    The city seeks specialized data engineering support to accelerate the development, integration, and operationalization of the enterprise data warehouse built on Oracle Fusion Data Intelligence (FDI) and Oracle Utility Data Intelligence (OUDI). The engineer will work under the direction of the City’s Enterprise Data Architect to implement ingestion pipelines, expand semantic layer integration, and establish foundational operational practices for ongoing sustainability.
  • 2. Scope of Work
  • 2.1 Data Ingestion & Integration • Design and implement data pipelines connecting third‑party and internal systems to the FDI/OUDI environments.
    • Prioritized source systems include:
    – The City’s LDO (Licensing and Development/Planning) application
    – The City’s ERP system (Munis)
    – Additional departmental datasets identified during discovery
    • Evaluate available APIs, flat‑file exports, database connectors, or event‑based streams to ensure efficient and secure data movement.
    • Implement incremental and full-load ingestion patterns aligned with platform best practices.
    • Ensure all pipelines adhere to data governance, lineage, and metadata standards within FDI/OUDI.
  • 2.2 Fusion Semantic Model Connectivity
    • Enable and validate connectivity from custom and third‑party data into Oracle Fusion semantic models.
    • Assist in extending or mapping data to Fusion subject areas where applicable.
    • Implement necessary transformations to ensure data conforms to Fusion semantic layer structures and business definitions.
    • Support semantic model performance tuning and troubleshoot connectivity or conformance issues.
  • 2.3 ETL/ELT Development on FDI/OUDI
    • Configure ingestion flows, transformations, and data processing pipelines using FDI/OUDI native orchestration.
    • Develop reusable transformation components to support City-wide data integration patterns.
    • Leverage Oracle Cloud Infrastructure (OCI) components as needed (e.g., Object Storage, Data Integration, Data Flow).

    • Assist with environment setup (dev/test/prod) for FDI/OUDI pipelines.

  • 3. Operational Policies & Sustainability Framework

    • Secure handling of API keys, service accounts, and confidential data.
  • 3.4 Documentation & Knowledge Transfer Standards
    • Required artifacts for pipeline documentation, runbooks, and change logs.
    • Onboarding materials for future City data engineers.
    • Knowledge transfer sessions at project milestones and at project closeout.
  • 4. Deliverables
    • Functional ingestion pipelines for prioritized systems (LDO and Munis).
