The City of Lancaster is seeking a Stormwater Engineer I. This position performs professional civil engineering work related to the City stormwater utility program, including review of City capital improvement projects, residential subdivision developments, and commercial/industrial developments for compliance with the stormwater regulations and NPDES permit, and associated duties. Position reports to Stormwater Manager.

ESSENTIAL FUNCTIONS

Civil Engineering design, writing, specifications, and associated duties primarily in the stormwater utility area, including but not limited to the wastewater utility, water utility, and highway areas.

Perform engineering project management duties on assigned City infrastructure projects.

Review subdivision plats.

Review plans for public improvements, subdivisions, and commercial/industrial developments for compliance with stormwater regulations and other requirements under the supervision of a Professional Engineer.

Review drawings and design data of stormwater facilities for compliance under the supervision of a Professional Engineer.

Review, oversee, and/or perform inspections on assigned public improvement, subdivision, and commercial/industrial construction projects.

Assist in the coordination of construction inspection activities for compliance with stormwater regulations and other requirements.

Review and/or prepare draft cost estimates and materials take off sheets under the supervision of a Professional Engineer.

Review and/or prepare engineering reports and studies under the supervision of a Professional Engineer.

Provide information to the public regarding drawings, maps, plats, and other City records.

Provide public information on City permits and issue permits when other department staff require assistance.

Coordinate activities to address stormwater complaints.

Provide engineering assistance to Stormwater Specialist and Stormwater Inspector positions.

Provide data necessary to establish utility accounts for new construction and/or newly annexed properties.

Coordinate the work required to update impervious area for changes in construction.

Assist in the coordination of the NPDES MS4 requirements.

Coordinate and assist in establishing and maintaining an inventory of the City’s storm sewer system.

When required for stormwater management, coordinate activities with Information Services and City/County Geographic Information System (GIS).

Perform stream outfall inventories and illicit discharge program inspections.

Perform other tasks as assigned.

Requires ability to demonstrate communication and relationship skills courteously, professionally, and where necessary, confidentially.

Operating knowledge is needed for construction equipment and tools.

Must possess knowledge and ability to operate drafting equipment, computer, blueprint/drawing machines, conventional copy machine, telephone, calculator, and small hand tools.

Having the knowledge and ability to operate AutoCAD and GIS software is strongly desired.

Perform other assigned or required duties related to the Essential Functions of position and other related tasks as required to complete the job.

MINIMUM QUALIFICATIONS

High school diploma or equivalent.

Bachelor’s Degree in Civil Engineering or related field from an accredited college or university.

Ohio E.I. certification, with the intent to work towards an Ohio P.E. certification, is preferred.

Must possess Ohio Drivers’ License and be insurable under the City’s Liability Policy to operate City vehicles.

Must successfully complete pre-employment physical, drug test, criminal background check, and driver’s license check.

Please note that as a recipient of federal funds, the City of Lancaster is required to comply with federal Drug-Free Workplace Act of 1988. Therefore, the City has a zero-tolerance policy for controlled substances, which includes medical marijuana, a federally scheduled substance.
