About the Role
The Data Engineer / Data Project Lead oversees the design, development, and implementation of data management, reporting, workflow automation, and system integration solutions that support Head Start and Early Head Start programs. This role leads data projects, infrastructure, and automation initiatives to improve grant administration, operational efficiency, data quality, and decision-making while ensuring systems are scalable, secure, and reliable. The position also provides technical leadership, project oversight, and continuous improvement efforts to deliver innovative data solutions that support organizational performance and improve outcomes for children and families.

How You Contribute to the Team:
  • Lead the design, development, implementation, and maintenance of data management, reporting, workflow automation, and system integration solutions.
  • Manage complex data engineering projects from planning through deployment, ensuring solutions are scalable, secure, reliable, and aligned with business requirements.
  • Design and maintain data pipelines, ETL processes, databases, data warehouses, and reporting systems.
  • Develop and manage API integrations and automated workflows across multiple systems and platforms.
  • Establish and enforce data governance, data quality, security, and compliance standards.
  • Collaborate with stakeholders to gather requirements and translate business needs into technical solutions.
  • Monitor system performance, troubleshoot issues, and implement process and technology improvements.
  • Provide technical leadership, supervision, coaching, and mentoring to project team members.
  • Manage project plans, priorities, timelines, deliverables, and stakeholder communications.
  • Evaluate and implement emerging technologies, including AI-enabled data and automation solutions.

Educational Requirements:
  • Bachelor's degree in Computer Science, Information Systems, Data Science, Software Engineering, or a related field from an accredited college or university.
  • Relevant certifications in project management, Agile methodologies, cloud technologies, data engineering, or related disciplines are a plus.
Experience Requirements:
  • At least 10 years of relevant post-baccalaureate professional experience in data engineering, data management, database administration, system integration, business intelligence, analytics, or related technical fields.
  • Minimum 3 years of progressive supervisory or team leadership experience.
  • Demonstrated experience leading complex, high-profile, multi-faceted data projects.
  • Experience overseeing enterprise data solutions, workflow automation initiatives, and system integrations.
  • Experience working with federal information systems preferred.
  • At least 1 year of experience supporting Head Start, Early Head Start, or early childhood education programs highly preferred.
Technical Skills
  • Advanced knowledge of database design, data modeling, ETL development, data warehousing, and enterprise data architecture.
  • Strong proficiency in SQL and Python.
  • Experience with API development, system integration, and workflow automation.
  • Knowledge of data governance, data security, and information management best practices.
  • Experience with cloud platforms such as AWS and Azure.
  • Familiarity with Docker, Confluence, and related development tools.
  • Experience working with PostgreSQL, SQL Server, Oracle, and other relational databases.
  • Experience applying artificial intelligence technologies within data engineering, analytics, or automation environments preferred.
Leadership & Project Management
  • Experience managing large-scale data projects from planning through implementation and continuous improvement.
  • Proven ability to supervise, coach, mentor, and develop technical staff.
  • Experience applying Agile methodologies and project management tools to support project delivery.

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $120,000 and $140,000 along with a generous benefits package. BCT's benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
This is a remote position located in any of the fifty United States or Washington, DC. Though we do have staff in all four time zones, BCT Partners works primarily on Eastern Time. The Administration for Children and Families (ACF) is a federal agency within the U.S. Department of Health and Human Services (HHS) dedicated to fostering health and well-being by providing federal leadership, partnership, and resources for the compassionate and effective delivery of human services. ACF serves families, children, youth, individuals, and communities through funding, policy direction, training, technical assistance, and information services.
The Office of Head Start (OHS), part of ACF, promotes school readiness of young children from low-income families by enhancing their cognitive, social, and emotional development. OHS provides operating grants to local public and private organizations to deliver comprehensive child development services to low-income children (ages birth to five years) and their families.
Those working on this project will provide customer service, grants management assistance, and data management services in direct support of the ACF and OHS missions. They shall deliver responsive and efficient customer service to grant recipients to and in support of federal staff, streamline and support grants management processes, and provide effective and accurate data management services. This effort will enhance program operations, support evidence-based decision-making, and advance OHS objectives to promote child and family well-being and improve school readiness for children from low-income families.
