They are responsible for analyzing and validating data, developing meaningful visualizations, and translating complex information into clear, actionable recommendations that support value-based care initiatives.
These individuals develop a deep understanding of their business domains and the data that drives them, serving as trusted partners and consultants across the organization. Working alongside scrum teams, they contribute to the design and delivery of scalable data products and analytics solutions that empower informed decision-making and create measurable value for members, patients, and care teams.
HealthPartners is hiring for multiple Value-Based Care Data Analyst opportunities. While all roles are focused on improving healthcare quality, outcomes, and affordability through data-driven insights, each position offers a unique area of focus and the opportunity to make a meaningful impact across our organization. Value-Based Care:
The Value-Based Care team partners with the Health Plan Finance Product Team, Provider Relations, Diagnosis Accuracy Team, Quality, and Purchaser Solutions Team to deliver measurement, analytics, and reporting that support provider risk arrangements and incentive programs. By providing trusted actionable insights into quality, cost, and performance, the team helps drive better outcomes, greater affordability, and improved care for our members and patients.
Reporting to a Senior Manager of Health Informatics, this role is part of a multidisciplinary team of ten analysts, consultants, and engineers.
Quality Measurement and Analytics:
The Value-Based Care Data Analyst helps HealthPartners use data to improve the quality of care our members receive and ensure we meet important healthcare quality standards. This role analyzes complex healthcare data and turns it into meaningful insights that help improve member outcomes, support providers, and guide key business decisions. The team also works to bring together data from multiple sources and modernize how healthcare information is managed and reported.
The work of this role directly influences healthcare quality, the member experience, regulatory performance, and organizational growth. By helping HealthPartners measure and improve performance, the Value-Based Care Data Analyst plays an important part in delivering high-quality, affordable care to the communities we serve.
Reporting to a Senior Manager of Health Informatics, this role is part of a multidisciplinary team of fourteen analysts, consultants, engineers, and specialists.
Required Qualifications:
- Bachelor's degree in economics, mathematics, business, computer science, data science, social science, operations research, statistics, or a related quantitative field. Equivalent combinations of education and experience will also be considered. Candidates with experience spanning multiple disciplines are strongly encouraged to apply.
- Six (6) years of experience applying technical and analytical skills to extract, integrate, analyze, and interpret complex data from multiple sources, translating data into meaningful insights that support business decision-making.
- Demonstrated experience developing dashboards, visualizations, and actionable insights using Microsoft Power BI, with experience in Tableau or other data visualization tools also valued.
- Demonstrated ability to tell stories using data.
- Solid working experience with SQL and relational database design.
- Programming skills using Python, R, SAS, etc. ("or similar").
- Working knowledge of medical terminology, medical coding systems; ICD-10, CPT4, DRG, GPI.
- Demonstrated experience presenting findings and actionable recommendations.
- Must be motivated, self-driven, curious, and creative.
- Ability to communicate and demonstrate an ability to work with development teams, end users, and business partners.
- Demonstrated ability to support and complement the work of a diverse development and / or operations team.
Preferred Qualifications:
- Knowledge of health insurance operations including billing, payment, contracting, regulations, provider networks is strongly preferred.
- Demonstrated use of advanced statistical techniques (risk scoring, predictive modeling))
- Exposure to agile/scrum (including tools like JIRA)
- Experience using Azure Data Lake, Databricks, DevOps, Power Automate
- Experience with HEDIS and STARS quality measurement
Hours/Location:
- M-F; core business hours
- This is a primarily remote position with occasional onsite presence required for meetings or workgroup sessions.
Compensation Range:
- These positions are available at an intermediate, senior, or principal level, depending on qualifications.
- Intermediate Analyst: $36.37 - $54.55 hourly
- Senior Analyst: $44.72 - $67.08 hourly
- Principal Analyst: $50.32 - $75.48 hourly
- Compensation is based on the level and requirements of the role. Pay within our ranges may also be determined by education, experience, knowledge, skills, location, and abilities as well as internal equity. Hired candidates may be eligible to receive additional compensation based on role (e.g., shift differential, bonus, sales incentive, productivity pay, etc.).
Responsibilities:

- Partners with domain experts, business groups, and data engineers to frame problems, model, clean and integrate data, and determine the best way to leverage that data in service of a goal.
- Works with business partners to understand and create their "user stories;" they support opportunities to leverage data analytics in service of customer or business value.
- Creates, deploys, monitors, and maintains highly interactive data visualizations.
- Participates in strategic measurement activities, including Return on Investment (ROI) analyses, Key Performance Indicator (KPI) development, risk assessment, and indexing, as well as domain-specific measurements (example: readmission rates)
- Works with their teams to ensure data accessibility, accuracy, and quality, and may function as data stewards by contributing to management of central data stores and metadata.
- May provide consultative, data-driven support on product and business strategy development.
- Sets up and executes test cases to validate that analytic and software solutions meet the business acceptance criteria.
- Communicates solution tradeoffs to business partners to frame and influence project decisions.
- Leverages internal and external sources to validate data accuracy and benchmark results.
- Promote and champion HealthPartners' security and de-identification standards, while they manage sensitive administrative data (medical and pharmacy claims, clinical data, and other sensitive organizational data assets).
