About Innovatus Technology Consulting

Innovatus Technology Consulting delivers innovative technology, data, and digital transformation solutions to federal government and defense customers. We are seeking a Data Developer to support mission-critical modernization initiatives for the U.S. Navy's Naval Information Warfare Systems Command (NAVWAR). This role will contribute to enterprise data engineering, advanced analytics, artificial intelligence, and data visualization efforts that enhance operational readiness and decision-making.

This is a hybrid position requiring 1-2 days per week onsite in San Diego, California, with the remainder of work performed remotely.


Position Overview

As a Data Developer, you will design, develop, and maintain data pipelines, cloud-based data platforms, analytics solutions, and visualization products that support enterprise IT modernization and digital transformation initiatives. You will collaborate with technical and business stakeholders to transform complex data into actionable insights while leveraging modern cloud, AI/ML, and data engineering technologies.


Key ResponsibilitiesData Engineering & Pipeline Development
  • Design, develop, test, and deploy scalable ETL/ELT pipelines to integrate data from multiple enterprise systems.
  • Perform data cleansing, normalization, transformation, and enrichment activities to improve data quality and usability.
  • Design and maintain Delta Lake architectures and cloud-based data warehouse solutions.
  • Develop and optimize SQL and Apache Spark workloads for performance and scalability.
  • Implement and support data solutions within Amazon Web Services (AWS) environments.
  • Ensure data integrity, governance, and adherence to organizational standards.
Advanced Analytics & AI/ML Development
  • Apply statistical analysis, predictive modeling, and machine learning techniques to address operational and business challenges.
  • Design and deploy AI/ML solutions using Python-based technologies including Scikit-Learn, TensorFlow, MLflow, Pandas, and PySpark.
  • Research and implement emerging technologies such as:
    • Generative AI
    • Large Language Models (LLMs)
    • Retrieval-Augmented Generation (RAG) architectures
  • Develop and maintain APIs and lightweight web applications using Flask or Django.
  • Utilize Git and modern software development practices for source control and team collaboration.
Data Visualization & Stakeholder Engagement
  • Build interactive dashboards, reports, and visualizations using platforms such as Tableau, Qlik, and Jupyter-based environments.
  • Translate technical findings and analytical results into clear, actionable recommendations for leadership and non-technical audiences.
  • Present meaningful insights that support data-driven decision-making across the organization.

Required QualificationsEducation & Experience
  • Bachelor's degree in Computer Science, Computer Engineering, Information Technology, Data Science, or a related technical field; OR
  • Four (4) or more years of professional experience in data engineering, data science, software development, analytics, or a related discipline in lieu of a degree.
Security Requirements
  • Active Secret Security Clearance required.
  • Ability to maintain clearance throughout employment.
  • U.S. Citizenship is required.
