Definition
Under the general direction and supervision of the Appraisal Manager, the Appraiser performs real property appraisals, data collection, sales analysis and estimating construction costs for a variety of residential and commercial real property. The appraiser also conducts various surveys and researches construction costs to develop standards for field inspections pertaining to the quality and classification of residential and commercial real property.
Minimum Qualifications
All Ranges:Bachelor's Degree from accredited college or university in a related field.
Or
Associates Degree or equivalent credit hours, and 2 years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position. Experience in assessing, appraisal, real estate sales, financing, building, construction, engineering, architecture, or as a construction cost estimator may be considered.
Or
Four (4) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and be able to handle and resolve problems. Experience in appraisal, real estate sales, financing, building, construction, engineering, architecture, or as a construction cost estimator may be considered.
Appraiser II, Range N:
Level 1 certification with the AAAO, or have Level 1 certification education requirements completed and application submitted within 2 years of hire.
Appraiser III, Range O:Level III certification with the AAAO, minimum 6 years of experience at the Level II or equivalent and have developed leadership skills and advanced knowledge and proven competency in the field of appraisal.
*Note*Non-competitive advancement to Level III is at the discretion of the Director and dependent on budget.
All Ranges:
Must have professional communication skills. Must have experience with problem solving and resolution including de-escalation skills. Must be experienced with computers including Microsoft windows and job-related software programs. Must have a valid Alaska driver's license. Must have the availability of a personal vehicle for use while performing job duties.
Preferred Qualifications:
Knowledge of appraisal theory and mass appraisal practices. Knowledge of statistical analysis. Knowledge of related local, state and federal laws, codes and regulations. Knowledge of various building construction components and materials. Knowledge of building construction practices. Skill in navigation, operating GPS equipment, and reading maps. Skills in the operation of snowmobiles, all-terrain vehicles, and watercraft. Skill set in reading blueprints and building plans.
Essential Functions
Appraiser I/II:
  1. Performs real property field inspections, collecting market data, and assists in the analysis of residential, and commercial, to determine and establish assessed value.
  2. Works one on one with public in both office settings and at taxpayer properties to explain the assessment process and to resolve assessment challenges, concerns or disputes.
  3. Locates, develops, measures, photographs, collect property data, reviews and maintains real property sales database for improved properties and vacant land.
  4. Prepares real property assessment reports, records.
  5. Researches construction costs and reports data findings to analysts.
  6. Gathers data pertaining to quality, classification and value of residential and commercial real property.
  7. Represents the department with written and oral defenses of assessed value at a quasi-judicial hearing before a local Board of Equalization.
  8. Responds and assists the Emergency Operation Center in assessing property affected by disasters.
  9. Works with computerized assisted Mass Appraisal (CAMA) valuation software, IPADS, and Laser measuring devices.
  10. May assist in the gathering of data to build and study ratio studies.
Appraiser III:
11. May oversee of a team of subordinate appraisers as a supervisor or lead in an office or field environment.
12. May spot checks subordinate completed work for compliance with procedures, accuracy and the nature of propriety of the final results.
13. Review subordinates written and oral presentations in defense of assessed value decisions at a quasi-judicial hearing before a local Board of Equalization.
14. Instruct other appraisal staff on projects, training and work direction.
Other Functions:

  1. Vehicle Requirements: Vehicle must be shown to be safe and reliable and must be able to meet the criteria established in the Kenai Peninsula Borough's Vehicle Policy within 30 days of hire.
  2. Firearms: Maybe required to be trained on and/or to carry firearms for work in remote locations.

Physical Demands
While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and to use hands and fingers dexterously to operate office equipment and small tools; occasionally transport up to 50 pounds; reach with hands and arms, standing and walking for prolonged periods on uneven and icy terrain. This position requires some travel, including some overnight trips. This position requires the use of four-wheeler, ATV, snowmachine, snowshoes etc. to access non-road accessible land within the Kenai Peninsula Borough during all times of the year. Also requires travel in small aircraft. Specific vision abilities required include close vision and the ability to adjust focus. Personal Leave-Paid Time Off-PTO
Employees accrue 3.08 hours of PTO per full pay period from date of hire and it is available to use immediately. Accrual increases according to a 1, 2, 5, and 10-year schedule. New hires receive a lump sum of $1,000 upon completion of 12 months of
satisfactory service.
Holidays
Ten scheduled holidays plus two floating holidays.
Administrative Leave
Administrative employees who are overtime exempt under the Fair Labor Standards Act will receive up to 160 hours of administrative leave per year, as earned, to be used like annual leave.
Retirement
Enrollment in the State of Alaska Public Employees Retirement System (PERS) is mandatory. Employee/ Employer contributions dependent on PERS Tier Level employee is hired under.
Please note, PERS calculates service based on 6 hrs. per day/30 hrs. per week as full-time. If working less than this, your years of service (used to determine vesting schedule, retirement etc.) will be prorated accordingly. Please contact PERS for more information.
Supplemental Retirement Accounts
Available at employee's expense through MissionSquare Retirement. Options include an optional, employee-funded, pre-tax 457 deferred compensation program and/or a post-tax IRA.
*pro-rated is defined as $125.00 per month for an individual or $250.00 per month for a family, based on month of hire for new hires. This is based on the Boroughs contribution for a Full-Time employee of $1500.00 per year for an individual or $3000.00 per year for a family.
