Job description

Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF's Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
The Property Division's Compliance and Quality Assurance Units, serve as independent functions that promote quality assurance, consistency, and integrity in property valuation, property exemptions, and the administration of the Non-Primary Residence Surcharge. The units also assist with Primary Residence Verification (PRV) exemption requests submitted by property owners who disagree with DOF determination regarding PRV eligibility and subsequently the surcharge levy.
The ideal candidate will become familiar with Non-Primary Residence Surcharge Rules and learn how to process Primary Residence Exemption Appeal applications in Smartfile. The overall goal is to ensure the accuracy and the integrity of the assessment role, including matters related to the Non-Primary Residence surcharge; promote the consistent application of policies and procedures by assessors and processors; foster transparency, accountability, and integrity throughout the assessment process; and provide recommendations to improve operations, training, resource development, and business processes.
Reporting to the Senior Director of Compliance and Quality Assurance, the selected candidate's duties and responsibilities will include, but are not limited to the following:
- Use data tool systems, SAS or SQL, to extract data concerning Non-Primary Residence Surcharge parcel level and aggregate data and create statistical reports and summaries. Track changes to relevant property information following the initial surcharge.
- Create annual summary reports on Primary Residence Verification Exemption appeals handled by DOF, Tax Commission rulings on market value and/or primary residence verification appeals, and the number of property owners that file Article 78 cases per DOF PRV exemption denials.
- Serve as the unit's liaison within DOF, coordinating operations or technological issues per Executive, Tax Policy, Information Technology and or Legal Divisions for Property valuation, Property Exemption and Non-Primary Residence Surcharge programs.
- Respond to requests for data reports from various Property Division units under tight deadlines. Produce canned reports for both the Computer Assisted Mass Appraisal application as well as Property Tax System (PTS) and assist other staff to run reports as needed.
- Improve and increase data available for Quality Assurance staff, assessors, and supervisors concerning parcels with filed Industrial Commercial Abatement Program (ICAP') applications. Assist in the cleanup of parcel data by updating descriptive and valuation data, to ensure all changes to properties are captured. Work to consolidate and streamline data sources and reports.
- Manage projects and aid Property Field or other units to identify parcels with incomplete or erroneous data. Research and provide additional data and analysis.
- Assist other business units with special projects as needed.
Additional Information:
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Level I
1. A master's degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in "1" above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in "1" above.
Level II
1. A master's degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in "1" above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in "1" above.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master's degree from an accredited college or university, in the areas described in "1" above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."
Level III
1. A master's degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in "1" above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in "1" above.
Special Note:
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
