Description READVERTISEMENT Title: Data Governance Coordinator Position Number: 0081635T Hiring Unit: OFF VP ACADEMIC STRATEGY, HAWAII P-20, HAWAII P-20 Location: UH System Offices Date Posted: August 7, 2026 Closing Date: August 24, 2026; 11:59pm HST Band: B Salary:Salary schedules and placement information Full Time/Part Time: Full-time Month: 11-month Temporary/Permanent: Temporary Duties and Responsibilities (NOTE: *denotes Essential Functions) *Implements and maintains data governance, data security, and privacy policies for Hawai'i P-20 and affiliated data-sharing partnerships, ensuring alignment with federal and state regulations (e.g., HRS 27-7), institutional policies, data-sharing agreements and organizational missions. *Supports Hawai'i P-20 program staff to ensure they have secure, appropriate relevant data that inform their initiatives and that data governance procedures and statutes are followed. *Monitors, analyzes, and interprets federal and state laws, regulations, and legislative activity related to data privacy, security, and sharing; serves as a subject matter resource to stakeholders on governance standards, policies, and best practices to ensure compliant and responsible use of cross-sector (P-20W) data

*Develops, implements, and manages data sharing agreements, including Memoranda of Agreement (MOAs), to enable secure and compliant cross-agency data sharing while protecting individual privacy and confidentiality; collaborates with legal counsel, including the University of Hawai'i Office of General Counsel and State of Hawai'i Deputy Attorneys General, to support agreement development, review, and compliance. *Develops, maintains, and delivers user documentation, training materials, and guidance resources to support data literacy and provide security and compliance training for Hawai'i P-20 staff and stakeholders, including external partners and state agencies. Enables effective and responsible use of data systems, datasets, reports, and analytical products, including applying findings appropriately within governance and privacy constraints.

*Develops, implements, and manages end-to-end data request and access workflows, including intake, tracking, review, approval, confidentiality certification, data provisioning, and data retention/destruction processes. *Maintains data request and access tracking systems (e.g., CRM/workflow tools), including monitoring request status, approvals, user access, data product release/publication, and reporting on data usage, impact, web activity (e.g., system logs), and user satisfaction (e.g., surveys and feedback). Maintains accurate records and communications to ensure transparency, auditability, and compliance with governance policies and data-sharing agreements

*Monitors data use and review datasets, reports, and outputs to ensure appropriate de-identification and disclosure avoidance (e.g., small cell suppression) and adherence to governance standards. *Ensures that Hawai'i P-20 staff and data users adhere to privacy, confidentiality, and research requirements, including Institutional Review Board (IRB) protocols and related certifications, and applicable laws, regulations, and MOAs. Monitors, documents, and addresses data misuse or policy violations, and support corrective actions in accordance with established governance protocols

Leads and supports continuous data quality improvement efforts, including assessing data integrity, identifying gaps or inconsistencies, and implementing processes to promote data standards and improve accuracy, completeness, and reliability. Assists in the development, review, and continuous improvement of policies, procedures, and governance frameworks related to data access, security, and sharing. Supports program and project administration for Hawai'i P-20 data initiatives, including coordinating communications, contracts, and operational activities.

Assists with planning and documents stakeholder meetings, research activities, and cross-agency convenings to support collaboration, decision-making, and implementation. Other duties as assigned. Minimum Qualifications Possession of a baccalaureate degree in education, social sciences, business administration, public administration, public policy, data science, or related field, and 3 years of progressively responsible professional experience with responsibilities for data governance, program administration, data analysis; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Considerable working knowledge of principles, practices and techniques in the areas of data governance, data privacy and security practices, and/or data lifecycle management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with data privacy and confidentiality (e.g., FERPA) and research compliance (e.g., IRB). Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner

Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software.

If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Experience in data governance, data sharing agreements (e.g., MOUs/DUAs), or privacy and compliance frameworks. Demonstrated ability to manage detailed, accurate, and well-documented processes related to data governance, data requests, and compliance tracking

Experience in drafting data sharing agreements, data use agreements and/or other MOUs/agreements with external stakeholders. Demonstrated ability to develop and deliver training materials and conduct training sessions related to data use, governance, security, and compliance. Demonstrated ability to manage or support data request workflows and maintain accurate records for audit and compliance purposes.

Desirable Qualifications Master's degree in education, social sciences, business administration, public administration, public policy, data science, or a related field. Experience working with cross-sector (P-20W) data systems, including early childhood, K-12, postsecondary, or workforce data. Experience in institutional research, program evaluation, or longitudinal data analysis to inform policy and decision-making.

Ability to interpret and analyze data presented in tables, charts, and reports and draw valid conclusions to support decision-making. Demonstrated experience in business analysis, including requirements gathering, process mapping, stakeholder engagement, and translating business needs into data and system solutions. Demonstrated experience in change management and process improvement, including supporting or leading organizational change initiatives, improving workflows, and implementing data governance or system-related processes across teams.

Ability to interpret and analyze data presented in tables, charts, and reports and to draw valid conclusions and make sound recommendations. Certification in data governance or data management (e.g., Certified Data Management Professional (CDMP)). Certification in data privacy (e.g., Certified Information Privacy Professional (CIPP/US) or equivalent)
