Job description

Project Manager (2 Openings)


Location: O'ahu, Hawai'i (work may be performed at any USACE office on O'ahu)

Employment Type: Long-Term Contract


Bishop & Company is recruiting for two Project Managers to support the U.S. Army Corps of Engineers (USACE) on O'ahu. These long-term contract opportunities support military construction and facility repair programs across Hawai'i.


The selected candidates will assist Program and Project Management Division (PPMD) personnel with project planning, project delivery coordination, documentation management, cost tracking, and communication among stakeholders. Candidates must reside on O'ahu by the time of hire. Relocation assistance is not available.


What You'll Do

Each Project Manager will support approximately multiple military construction and repair projects ranging from $10 million to $200 million in value.


Key responsibilities include:

  • Coordinate Project Delivery Teams (PDTs) and support project execution from planning through closeout
  • Develop, review, and maintain Project Management Plans (PMPs) and supporting project documentation
  • Assist with project scope development, site approvals, permits, and regulatory documentation
  • Track project schedules, budgets, commitments, obligations, and expenditures
  • Maintain project records and correspondence within Government systems, including ProjectWise
  • Prepare weekly and monthly project status reports, dashboards, presentations, and briefings
  • Coordinate meetings, develop agendas, record minutes, and track action items
  • Monitor project risks, maintain risk registers, and support mitigation planning
  • Draft funding requests, interagency agreements, and other project documentation for Government review
  • Support project closeout activities, including organizing final documentation and lessons learned
  • Serve as a liaison between project stakeholders while maintaining clear contractor identification


Required Qualifications

  • Bachelor's degree in Business Administration, Management, Finance, Engineering, Architecture, or a related field
  • Four (4) years of directly related experience may be substituted for the degree requirement
  • Minimum three (3) years of project planning, program analysis, project controls, construction management, or related experience within the construction industry
  • At least one (1) year of experience supporting a U.S. Government or Department of Defense (DoD) contract environment
  • Strong written and verbal communication skills
  • Advanced proficiency with:
  • Microsoft Word
  • Microsoft Excel
  • Microsoft PowerPoint
  • Primavera P6


Preferred Experience

  • Military construction (MILCON) projects
  • Federal project management processes and documentation
  • Project scheduling, cost tracking, and risk management
  • Coordination of multidisciplinary project teams and stakeholders


Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically $100,000-140,000 annually..
