About the Role

We are seeking an experienced Program Manager to lead a mission-focused program supporting a national security customer responsible for enabling access to commercial data sources. This role sits at the intersection of program leadership, commercial data acquisition, and mission enablement. The selected candidate will oversee the execution of a program responsible for managing commercial data subscriptions, expanding partnerships with commercial data providers, and delivering a robust, searchable data catalog capability to mission users. This is a new and expanding program with strong opportunities for leadership visibility, program growth, and mission impact.

Responsibilities

In this role, you will lead a program responsible for expanding access to commercial data sources and enabling operational discovery through a comprehensive data catalog capability.

Program Leadership
  • Lead planning, organizing, directing, and controlling program activities across all task orders performed under the contract.
  • Perform day-to-day management of the program to ensure successful execution acrosscost, schedule, and technical performance.
  • Maintain direct coordination with the Contracting Officer (CO) and Contracting Officerโ€™s Technical Representative (COTR) regarding program performance.
  • Communicate directly with the Sponsor to ensure mission requirements are met.
  • Lead Program Management Reviews (PMRs) and support issue resolution and operational coordination.
  • Track action items to successful completion and maintain visibility across program priorities.
Commercial Data Acquisition Strategy
  • Develop and maintain a Data Acquisition and Data Source Discovery Plan leveraging a large and diverse ecosystem of commercial data providers.
  • Maintain awareness of available and emerging commercial datasets relevant to mission needs.
  • Build and sustain relationships with commercial data providers to expand available data sources.
  • Support flexible a-la-carte commercial data subscription models enabling mission users to access data on demand.
  • Maintain a comprehensive Data Acquisition List documenting providers and available datasets.
Data Catalog & Mission Enablement
  • Ensure uninterrupted access to a searchable digital data catalog enabling users to discover available commercial data sources.
  • Coordinate data provider training and support for mission users.
  • Serve as a designated agent of the Sponsor to coordinate training delivered by commercial data providers.
  • Ensure mission customers complete required licensing agreements, terms and conditions, and data rights documentation for each provider.
  • Support operational adoption and awareness of available data resources.
Program Governance & Reporting
  • Maintain program metrics and performance indicators for key activities.
  • Develop and maintain required program documentation including:
    • Program Management Plan (PMP)
    • Task Order Initiation Review (TOIR)
    • Incoming Transition Plan
    • Outgoing Transition Plan
    • Program Management Reviews (PMR)
    • Monthly Contract Status Reports (MCSR)
  • Ensure full compliance with all security policies, procedures, and operational guidelines.
Security
  • Ensure compliance with security requirements.
Strategic Growth (Preferred)
  • Interest in supporting business development and strategic growth initiatives within the government contracting environment.
  • Identify opportunities to expand mission capabilities through new commercial data partnerships and technologies.
  • Provide insight into emerging commercial data market trends that may support future mission needs.
Requirements
  • Active TS/SCI clearance with Polygraph
  • Experience managing government contracts, programs, or task orders
  • Demonstrated leadership in coordinating complex operational programs
  • Experience working directly with government stakeholders and mission customers
  • Strong written and verbal communication skills
