Position Description & Qualifications If you love high profile and challenging projects supporting the U.S. Coast Guard - Serco has a great opportunity for you! As the ExperiencedCybersecurity Engineer in Charleston, SC, you will be on a dynamic team responsible for Command Control Communications Computers Cyber Intelligence Surveillance Reconnaissance (C5ISR) Afloat and Ashore based communications support, maintenance, and sustainment on various USCG platforms for our customer in the Charleston, South Carolina area. Bring your expertise and collaborative skills to make an impact on our national security. This position is contingent upon your ability to maintain your active Top Secret clearance. This position is also contingent upon an award of contract. Serco supports the Naval Information Warfare Center (NIWC) Atlantic, including support for the Command Control Communications Computers Cyber Intelligence Surveillance Reconnaissance (C5ISR) Afloat and Ashore based communications support, maintenance, and sustainment on USCG platforms. In this role, you will: * Assist with planning, designing and developing the next generation of USCG platforms and their C5ISR systems. * Ensure complete Cybersecurity and Information Assurance (IA) compliance by following the Risk Management Framework (RMF) processes to obtain and maintain accreditations. * Develop IA POA&Ms regarding vulnerabilities and risks to align critical resources against program and budget timelines and develop strategies and tools to gain efficiencies in maintaining the systems security posture. * Accountable for defining, tasking, and tracking priorities to deliver results in line with USCG strategic objectives. * Provide technical input to assist NIWC Atlantic with providing diverse Cybersecurity and Information Assurance (IA) services that enforce, comply with, and support the DoD and IC cybersecurity and IA security directives, policies and procedures. * Ensure security compliance with IA policies and procedures for USCG projects in accordance with all relevant government policies and procedures such as ICD 503 and ICD 705, DoDI 8500 IA controls and other relevant DoD and IC policies. * Identify, analyze, prioritize, resolve, and monitor cybersecurity risks across multiple USCG projects, to include security technical assessment, insider threat assessment, security architecture development, vulnerability assessment, risk mitigation plans and security engineering. * Develop IA POA&Ms to mitigate open risks and vulnerabilities to USCG systems. These POA&Ms will define milestones with specific deliverables to accomplish the necessary objectives. * Develop metrics to assess cybersecurity posture as well as create reporting for IA metrics (to include the Federal Information Security Management Act (FISMA) requirements). * Assess current and upcoming IA workload and personnel requirements to ensure that staffing and finances are commiserating with the risks that the USCG faces and will face in the future. * Develop strategies working with the USCG for future IA security posture and maintenance. Strategies such as USCGs current security posture, security and IT technology changes, maintenance of security for currently deployed systems and equipment. * Develop RMF packages for USCG platforms, systems and equipment in accordance with relevant DoD policies. * Develop, submit and track Interim Authority to Operate (IATO) and Authority to Operate (ATO) packages through the required government authorization channels. * Develop, review, and/or approve security plans, policy development, or ATR directed physical upgrades for USCG projects and programs including USCGA (Unites States Coast Guard Academy) in accordance with all relevant government policies and procedures. * Oversee/conduct IA compliance testing, system/platform security auditing and certify compliance of USCG systems (both deployed and developmental) with DoDi 8500 IA controls and other relevant policies and procedures. * Distribute new DoD IA and cybersecurity requirements and recommendations to USCG stakeholders, both government and 3rd party contractor. * Oversee/conduct IA and cybersecurity testing, remediation and mitigations of USCG projects and tasking. * Lead cybersecurity risk meetings with appropriate personnel. * Research, design, deploy, administer and maintain cybersecurity and IT systems within USCG enclaves and networks. * Research, design, deploy, administer and maintain cross-domain cybersecurity and IT solutions within USCG enclaves and networks. * Conduct cybersecurity incident response, tracking and resolution as well as operate, monitor and analysis currently deployed computer network defenses within the USCG enterprise environment. * Facilitate inter-agency coordination and communication for the USCG with external government entities. * Develop strategies and solutions for Public Key Infrastructure (PKI) procedures and utilization in accordance with all relevant government policies and procedures. * Conduct IA training management in accordance with DoD 8570.1 as requested for both Government and 3rd party contractors. To be successful in this role, you will have: * Master's degree in Cybersecurity, Computer Science, Electrical, or Electronics Engineering, or Mathematics with a concentration in computer science or equivalent with a minimum of 7 years of professional experience with cybersecurity engineering supporting DoD or DHS systems. * Active/Current DoD Top Secret clearance is required to be considered. * Information Assurance Management (IAM) certification or Information Assurance Technical (IAT) or Information Assurance System Architect and Engineer (IASAE) Level I certification. * Demonstrated experience leading RMF efforts for operational systems. * Strong written and verbal communication skills. * Travel up to 10% may be requiried. *Serco Inc. is using this posting for the purpose of responding to a proposal.
