Olgoonik is an Equal Opportunity Employer Overview: The Program Manager serves as the primary point of contact with the Government and is responsible for the overall management, execution, and performance of contractor support services for the USSOCOM J6 Program Management Office Support Services contract. The Program Manager provides leadership, direction, and oversight across all task areas, ensuring effective program management, staffing, reporting, quality control, risk management, and customer support in accordance with the Statement of Work, contract requirements, and Government priorities. The Program Manager will lead a multidisciplinary team supporting USSOCOM J6 mission requirements and will ensure contractor personnel deliver timely, accurate, and professional support across program management, acquisition, financial, administrative, technical, cybersecurity, and related PMO support functions . Primary Responsibilities: * Provide overall program management and oversight of all PMOSS support services in accordance with contract and SOW requirements. * Serve as the primary interface with the Contracting Officer's Representative, Government technical points of contact, and other designated Government stakeholders. * Manage day-to-day contract execution, including staffing, deliverables, schedules, performance tracking, risk management, quality control, and issue resolution. * Ensure all contractor personnel understand and comply with contract requirements, security requirements, Government policies, workplace procedures, and applicable standards. * Lead, supervise, and coordinate contractor staff assigned to the program, including task assignments, workload management, performance monitoring, personnel transitions, and surge support requirements. * Develop and maintain effective working relationships with Government customers, corporate leadership, subcontractors, teaming partners, and functional support teams. * Monitor contract performance against cost, schedule, scope, labor category, deliverable, and quality requirements. * Identify, document, elevate, and mitigate risks, issues, and dependencies that may affect contract performance or mission support. * Oversee the preparation and submission of contract deliverables, reports, briefings, meeting materials, staffing updates, and other required documentation. * Conduct regular program reviews, staff meetings, customer meetings, and internal coordination sessions to ensure alignment with mission priorities and contract objectives. * Support transition-in and transition-out planning, including staffing coordination, knowledge transfer, continuity of operations, and process documentation. * Coordinate with corporate recruiting, human resources, contracts, finance, security, and operations teams to ensure contract requirements are supported effectively. * Manage subcontractor performance, as applicable, to ensure partner support is integrated, timely, compliant, and aligned with customer expectations. * Maintain awareness of USSOCOM J6 priorities, operational requirements, and evolving customer needs to ensure contractor support remains responsive and mission-focused. * Ensure compliance with applicable security, clearance, facility access, training, reporting, and personnel accountability requirements. * Perform other duties as assigned in support of contract performance and mission requirements. Supervisory Responsibilities: * The Program Manager supervises contractor personnel assigned to the PMOSS contract and is responsible for workforce planning, task coordination, performance oversight, issue resolution, and personnel management in coordination with corporate leadership and functional support departments. Education and/or Experience: * Bachelor's degree in business administration, management, information technology, cybersecurity, engineering, public administration, or a related field is required. * Minimum of ten years of relevant professional experience supporting Federal, Department of Defense, or national security programs. * Minimum of five years of experience managing complex contracts, task orders, programs, or multidisciplinary teams in a Federal or DoD environment. * Demonstrated experience serving as a Program Manager, Project Manager, Task Order Manager, or similar contract leadership role. * Experience managing professional services support contracts involving program management, technical, administrative, acquisition, financial, cybersecurity, or IT-related support. * Experience managing contract deliverables, staffing plans, schedules, quality control processes, risk registers, performance metrics, and customer communications. * Prior experience supporting USSOCOM, a Combatant Command, DoD CIO/J6 organization, Service Component Command, or similar DoD mission environment is preferred. Knowledge, Skills, and Abilities: * Strong knowledge of Federal and DoD contract operations, including contract compliance, customer engagement, deliverable management, staffing, and performance reporting. * Demonstrated ability to lead multidisciplinary teams in a fast-paced, mission-driven environment. * Excellent verbal and written communication skills, including the ability to prepare executive-level briefings, reports, correspondence, meeting materials, and status updates. * Strong leadership, planning, organizational, and problem-solving skills. * Ability to manage multiple priorities, deadlines, and stakeholders while maintaining attention to detail and customer satisfaction. * Ability to identify risks, develop mitigation strategies, resolve performance issues, and elevate concerns appropriately. * Ability to work effectively with Government personnel, contractor teams, subcontractors, and corporate support organizations. * Strong proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams. * Knowledge of program management best practices, quality control processes, and performance management methodologies. * Familiarity with DoD security requirements, personnel clearance processes, DD254 requirements, and classified contract support environments is preferred. Certificates, Licenses, Registrations: * Project Management Professional certification is preferred, but not required. Security Clearance: * Active Top Secret required. * Must be a U.S. Citizen. * Must be eligible for and able to obtain and maintain required security clearance/access approvals.
