Required Experience: Senior-level experience managing complex IT service delivery or Government support programs, including multidisciplinary technical teams, customer coordination, staffing, risk, quality, and contract performance.
 
Position Description

PingWind is seeking a Program Manager to lead contract management and administrative execution for PAE Fires OCIO Information Management Area Services. The Program Manager will provide overall leadership, technical oversight, resource coordination, customer engagement, and performance management to ensure contract requirements are achieved on time and in accordance with Army/DoD standards and Government direction.

Primary Responsibilities

Typical Responsibilities/Tasks:
   Lead day-to-day contract management and administrative execution, ensuring the labor, materials, supplies, services, facilities, and equipment needed to perform assigned work are available and coordinated.
   Provide technical oversight and management guidance across assigned tasks and ensure the program is staffed with trained, experienced, and technically proficient personnel.
   Coordinate with the Contracting Officer, COR, Government offices, customers, team leads, and other stakeholders to manage priorities, resources, schedules, dependencies, and timely completion of contract requirements.
   Plan and manage co-located customer support and other mission-driven staffing arrangements as directed by the Government.
   Employ a management system aligned with the DoD philosophy of continuous process improvement and use performance information to identify risks, corrective actions, efficiencies, and service improvements.
   Maintain working knowledge of customer mission areas, application and solution development, network properties, cybersecurity, data management, acquisition, logistics, and emerging hardware/software in accordance with Army/DoD policies and standards.
   Lead technical interchange meetings, program reviews, briefings, and status communications; promptly elevate execution issues and provide actionable recommendations and proposed solutions.
   Oversee staffing, recruitment, retention, employee readiness, training/certification compliance, key-personnel continuity, and delivery of required management reports and contract data products.

Required Qualifications

   Demonstrated experience managing a complex IT services or mission-support program with multiple technical disciplines and geographically or functionally distributed stakeholders.
   Knowledge of Government contract execution concepts, including PWS requirements, CDRLs, quality/performance surveillance, staffing, deliverables, and formal customer coordination.
   Experience managing staffing levels, workforce readiness, technical oversight, schedules, risks, issues, and corrective actions in a mission-focused environment.
   Working knowledge across infrastructure, networks, cybersecurity, application development, data management, and end-user support sufficient to coordinate technical leads and resolve cross-functional dependencies.
   Strong written and verbal communication skills, including experience briefing Government leadership and coordinating with COR/Contracting Officer representatives and technical stakeholders.
   Ability to operate effectively in an Army/DoD environment and remain current on applicable policies, standards, security requirements, and mission priorities.
   TS/SCI.

Desired Qualifications
 
   PMP or equivalent program/project management certification.
   ITIL, Lean Six Sigma, or other service-management/continuous-improvement certification.
   Experience managing Army or DoD enterprise IT support contracts in the Huntsville/Redstone Arsenal environment.
   Experience with transition-in/transition-out planning, key-personnel management, staffing/retention reporting, and CDRL-based program reporting.
