Job description

BlueForce Inc. is seeking a Program Manager to provide overall program management, stakeholder coordination, and execution oversight for cybersecurity training and partner-nation capability-development activities conducted in support of the Royal Bahamas Defense Force (RBDF) under the DoD/DoW Counter Narcotics & Global Threats (CN>) program. 

*Position is subject to contract award*

* The role can be performed remotely from anywhere in the U.S.*

Duties and Responsibilities

  • Manage and oversee cybersecurity training and capability-development programs, ensuring execution aligns with program objectives, contractual requirements, scope, quality, schedule, and available resources.
  • Translate program objectives and requirements into executable work plans, establishing integrated schedules for training, curriculum development, exercises, assessments, stakeholder engagements, and deliverables.
  • Coordinate activities across cybersecurity SMEs, instructors, curriculum specialists, technical personnel, and supporting staff to ensure priorities, responsibilities, schedules, and deliverables are clearly understood.
  • Monitor program performance and execution, identifying issues, dependencies, scheduling conflicts, and resource constraints and implementing appropriate corrective actions.
  • Coordinate interagency and partner-nation activities involving U.S. Government and partner organizations, including meetings, working groups, exercises, training events, and capability-development initiatives.
  • Maintain stakeholder coordination and situational awareness by tracking organizational roles, responsibilities, priorities, dependencies, and requirements and resolving conflicts that affect program execution.
  • Coordinate technical inputs and program-level deliverables, including briefings, reports, training products, assessments, and other required program outputs.
  • Oversee cybersecurity training delivery and performance, monitoring participation, assessments, outcomes, and alignment with approved program objectives and partner-nation requirements.
  • Ensure training and capability-development activities are integrated and mutually supportive, rather than conducted as isolated events, while tracking progress toward broader partner-nation capability objectives.
  • Support program personnel integration and team effectiveness, including onboarding new personnel, coordinating resources, resolving team conflicts, and maintaining effective collaboration across technical and program teams.
  • Travel to The Bahamas for short-duration temporary duty assignments, as required.
  • U.S. citizen
  • Training: Formal training or professional development in project management fundamentals, stakeholder coordination and schedule management.
  • Experience: 5+ years of progressive experience managing technical or international training programs. Work experience must include coordinating activities with Embassy, Partner Nation (PN) leadership, and interagency stakeholders.
  • International Engagement: Demonstrated experience supporting international programs or international engagement. Work experience must include supporting programs in low-resource environments.
  • Reporting & M&E: Demonstrated ability to develop and maintain integrated project schedules, calendars, milestones, dependencies, action-items trackers and deliverables timelines. Ability to monitor progress, identify schedule impacts, and coordinate corrective actions to maintain program execution and proper risk management.
  • Communication & Deliverables: Demonstrated experience briefing leadership and U.S. customer. Must possess excellent written and verbal communication skills, with demonstrated ability to develop professional reports, training materials, policy products, briefings, and other program deliverables for government and interagency audiences.
  • Travel: Ability and willingness to travel to OCONUS (Bahamas) for short-duration temporary duty assignments
