Department Overview

Manages the development, implementation, and administration of a comprehensive medical equipment management program designed to maintain an environment in which safe, effective and efficient health care services can be provided by Oregon Health & Sciences University and its affiliated facilities. Responsible for the entire lifecycle, safety, and regulatory compliance of all medical equipment within OHSU from handheld point-of-care devices to complex advanced imaging systems. Oversees the daily operations of the Clinical Technology Services (CTS) department which includes supervising of Biomedical Equipment Technicians (BMETs), managing the medical equipment maintenance budget, ensuring strict compliance with Federal, State, Professional and other applicable regulatory standards, partnering with Information Technology Partners to ensure cybersecurity of networked medical equipment, and collaborating with hospital leadership on capital asset planning.

Function/Duties of Position

Financial and Capital Asset Management

  • Assists in preparing the annual operating budget and capital budget forthe Department of Clinical Technology Services
  • Maintains the fiscal integrity of the department by controlling costs
  • Partner with CTS and other OHSU stake holders including clinical committees and finance to assist with the development of annual capital replacement list, utilizing equipment age, maintenance history, and end-of-support data.
  • Oversee new equipment incoming inspections (go-live support) deployment, tracking, and final decommissioning/disposal.

Operations Management and Team Leadership

  • Manages the operation and activities of the Department of ClinicalTechnology Services in a manner consistent with established OHSU policies and in compliance with applicable code, rules and regulations, and accepted industry practices.
  • Manages and implements Service Delivery Plan for ClinicalTechnology Services
  • Maintains administrative authority over all patient care related devicesand systems
  • Manages and directs the installation of medical equipment and systemsincluding all work performed by medical equipment contractors and/or vendors
  • Represents OHSU in relationships with medical equipmentmanufacturers and service vendors.
  • Evaluate vendor performance and negotiate service level agreements(SLAs).
  • Coordinates and provides technical assistance and research in theevaluation and selection of medical technology and medical technology services
  • Recruit, train, mentor, and evaluate CTS staff and interns.
  • Coordinate staffing schedules and on-call rotations to ensure 24/7coverage for critical clinical areas.
  • Oversee the hospital's Computerized Maintenance Management System(CMMS) to assign, track, and close out scheduled Preventive Maintenance (PM) and corrective repair work orders.

Regulatory Compliance and Quality Assurance

  • Play an active role in institutional quality and regulatory activities byserving in various committees as needed
  • Conducts and implements mechanisms for assessing customer servicesatisfaction and utilizes data to continuously improve customer satisfaction.
  • Maintain flawless documentation to ensure compliance with DNV-GL,CMS, and other applicable state, federal, as well as professional regulatory bodies.
  • Develop, audit, and defend Alternative Equipment Maintenance (AEM) schedules where data supports modifying manufacturer PM frequencies without compromising patient safety.
  • Acts as the department liaison for medical device recalls and hazard alerts (e.g., FDA recalls, ECRI alerts). Oversee the rapid location, modification, or removal of affected equipment.

Required Qualifications
  • Bachelor's degree in biomedical engineering, Clinical Engineering, Electrical Engineering, Healthcare Administration, or a closely related field. Must be thoroughly knowledgeable in the clinical use, theoretical and technical design, and repair of medical equipment and systems.
  • 5 to 7 years' experience in Healthcare Technology Management (HTM) in a healthcare institution, manufacturing, research facility, Information Technology or related field. Must be thoroughly knowledgeable in the clinical use, theoretical and technical design, and repair of medical equipment and systems.
Job Related Knowledge, Skills and Abilities (Competencies):
  • Proven ability to work effectively with a wide variety of disciplines. Must possess effective verbal and written communication skills.
  • Proven ability to effectively manage an engineering department consisting of exempt and non-exempt employees
  • Must be able to develop, implement and present staff development and employee in-service education and training programs
  • Must be familiar with and have an excellent working knowledge of pertinent codes, rules and regulations including the regulations of NFPA, DNV, AAMI, ANSI, etc.
  • Must have strong knowledge of computer based systems and networking theory, design, implementation and support
  • Proven ability in negotiating for products and services with medical equipment manufacturers and service vendors
Preferred Qualifications
  • Master's Degree in clinical, biomedical or electrical engineering or related discipline.
  • At least 3 years managerial experience in Hospital Operating Rooms and/or Multispecialty Surgical Procedural Units and/or general HTM Field.
  • Certification or practical experience in Lean, Six Sigma, or continuous quality improvement methodologies to streamline shop workflows and minimize equipment downtime.
  • Certified Clinical Engineer (CCE),
  • Certified Biomedical Equipment Technician (CBET),
  • Certified Healthcare Technology Manager (CHTM)
