Cyber Security Manager

Maine Turnpike Authority (MTA), Maine’s Gold Star Memorial Highway, is seeking a Cyber Security Manager. The Cyber Security Manager supports the digital and technological operations of the Maine Turnpike Authority by developing, implementing, and maintaining comprehensive cybersecurity programs to protect the agency's information systems, data, and digital infrastructure. This position provides critical operational leadership for cybersecurity governance, risk management, and incident response while ensuring compliance with federal, state, and local security requirements. The Cyber Security Manager serves as a key security liaison, overseeing vulnerability management programs, directing forensic investigations, and delivering high-quality strategic oversight to safeguard MTA's networks and systems.

The ideal candidate will hold a bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field (an advanced degree is preferred) accompanied by 7 to 10 years of progressive experience in cybersecurity or information security, including 3 to 5 years in a management or supervisory role, or an equivalent combination of education and experience. Experience working in government, public sector, or highly regulated environments is strongly preferred, alongside demonstrated experience with large-scale cybersecurity program management. Candidates should possess expert knowledge of cybersecurity frameworks (such as NIST) and proficiency with security technologies including SIEM, endpoint protection, and network security tools.

The role demands expert knowledge of compliance requirements (including FISMA, FedRAMP, and state regulations), risk assessment methodologies, and secure configuration management. The Cyber Security Manager should be skilled in analyzing threat intelligence, leading incident response programs, defining security problems, and maintaining collaborative working relationships across all departments. Exceptional interpersonal and communication skills—both written and verbal—are essential to effectively present to executive leadership, coordinate with law enforcement and external agencies (such as CISA), and translate technical concepts for non-technical stakeholders on a daily basis.
