BLUEHAWK, LLC is seeking a Program Manager / Cyber Operations Analyst to support mission-critical cyber operations, program oversight, operational planning, and enterprise security initiatives within high-security government environments. The ideal candidate will possess strong experience leading cyber assessment activities, managing operational priorities, coordinating with government stakeholders, and supporting enterprise-level intelligence and cybersecurity missions.

Responsibilities
  • Lead and support cyber operations, security assessment activities, and program management efforts in support of government mission requirements.
  • Work independently and within cross-functional teams to identify, assess, and mitigate cyber threats impacting operational activities and enterprise environments.
  • Provide strategic oversight for cybersecurity initiatives, operational planning, staffing actions, reporting requirements, and mission execution activities.
  • Advise government leadership on the acquisition, implementation, and sustainment of advanced hardware, software, cybersecurity, and communication solutions.
  • Conduct vulnerability and risk assessments of hardware, software, applications, and network infrastructures to identify operational and security gaps.
  • Analyze and assess malware, phishing attempts, denial-of-service attacks, and other cyber threats to support operational decision-making and mission continuity.
  • Provide technical expertise related to reverse engineering concepts, defensive cyber operations, and operational security tools used to support government missions.
  • Coordinate with mission partners, contractors, and technical teams to support enterprise infrastructure, specialized network environments, and operational systems.
  • Develop, maintain, and update program documentation, IA/security documentation, operational procedures, risk assessments, and system administration requirements.
  • Prepare and deliver executive-level briefings, operational reports, program reviews, and mission updates to government leadership and stakeholders.
  • Support contract and program management functions, including staffing oversight, budget tracking, deliverable management, acquisition support, and operational reporting requirements.
  • Develop and implement SOPs, workflow management procedures, quality assurance processes, and performance metrics to improve mission effectiveness and operational accountability.
  • Maintain compliance with applicable cybersecurity policies, federal regulations, Intelligence Community directives, and government security requirements.
  • Provide technical consultation and written recommendations to both technical and non-technical stakeholders regarding cybersecurity vulnerabilities, mitigation strategies, and operational risks.
Qualifications
  • Bachelor's degree in Cybersecurity, Information Technology, Computer Science, Engineering, Intelligence Studies, Business, or a related field from an accredited institution.
  • 12+ years of experience supporting cybersecurity operations, intelligence operations, program management, or operational support activities within DoD or Intelligence Community environments.
  • Active TS/SCI CI Polygraph
  • Experience conducting cyber threat analysis, vulnerability assessments, operational risk management, and enterprise mission support.
  • Demonstrated experience leading operational teams, managing competing priorities, and supporting high-visibility government programs.
  • Strong understanding of cybersecurity frameworks, risk management principles, and enterprise security practices.
  • Experience supporting classified programs and working within secure operational environments.
  • Proficiency with Microsoft 365 applications, collaboration tools, and enterprise reporting systems.
  • Strong written and verbal communication skills with the ability to brief senior leadership and technical stakeholders.

 

Preferred Qualifications

  • Experience supporting Intelligence Community or cyber mission environments.
  • Familiarity with RMF, NIST, ICD 503, or other federal cybersecurity standards.
  • Experience supporting program management functions including staffing, budgeting, contract oversight, and operational reporting.
  • Industry certifications such as Security+, CISSP, PMP, CISM, or related certifications preferred.
