THE WORK
The scope of this effort encompasses tasks that provide USCYBERCOM with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations.
The anticipated award of this effort is Fall 2026.
WHO YOU ARE
As a Cyber Operations Planner SME you will provide Cyberspace Operations Support Services (COSS) aligned with the following core disciplines: Cyberspace Operations, Cyberspace Planning, Cyberspace Training and Exercises, Strategy/Policy/Doctrine Development and Campaign, Assessments, Information Technology (IT)/Communications, Business Area Support and Project Management Engagement Activities. You will provide the customer with the sustained ability to fulfill its mission to direct, synchronize, and coordinate cyberspace planning and operations to defend and advance national interests in collaboration with domestic and international partners. These tasks include coordinating, synchronizing, deconflicting, and integrating operational planning efforts for full-spectrum cyberspace operations. You will meet the evolving cyberspace operations mission in support of the Joint warfighter.

Basic Qualifications
• High School Diploma plus more than 13 years of relevant experience is required OR Bachelor's degree in Computer Science, Information Systems, Cyber Operations, Cyber Security, Software Engineering, or related discipline from an accredited college or university, plus more than 10 years of relevant experience is required OR Master's degree in Computer Science, Information Systems, Cyber Operations, Cyber Security, Software Engineering, or related discipline from an accredited college or university, plus more than 8 years of relevant experience is required.
• Experience developing enterprise-wide cyber operations planning doctrines and led multi-disciplinary planning cells, coordinating intelligence, legal, and acquisition stakeholders.
• Experience advising senior leadership on strategic alignment of cyber capabilities and represented the organization in inter-agency cyber strategy forums.
• Experience performing risk assessments, created mitigation strategies, and reviewed post-execution metrics to continuously refine planning methodologies.
• Experience conducting targeting validation, synchronization, and integration of cyber actions, ensuring alignment with mission objectives and adjusting plans based on emerging intelligence or technical constraints.
• Experience preparing briefing packages for command staff that clearly conveyed plan intent, risks, required resources, and tracked task dependencies and timelines using tools such as JIRA and MS Project.
• Must possess a current U.S. TS/SCI security clearance with polygraph.
Desired Skills
• Familiarity with DoD cyber planning tools and templates (e.g., JCIDS).
• Strong written and oral communication skills; ability to produce clear briefings and written plans.
• Analytical mindset for rapid assessment of target environments.
• Ability to work collaboratively across multi-disciplinary teams.
• Proficiency with planning and project-management software.
• Understanding of cyber-operation concepts, targeting cycles, and the kill-chain.
• Experience in a DoD, intelligence, or coalition cyber environment preferred.
Pay Information
Full-Time Salary Range: $166900.00 - $309900.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
