Job Description:

The Cybersecurity Exercise Planner (Mid) is an exciting opportunity to join a mission-critical DHS program delivering cyber exercise planning, execution, and operational support.

This exercise team develops, designs, conducts, and analyzes cybersecurity exercises and workshops across federal, state, regional, private-sector, and international partners. Exercises range from policy-focused tabletop discussions to large-scale operational events that test response procedures and cross-sector coordination.

In this role, you will serve as a Cyber Exercise Planner responsible for developing realistic cyber scenarios, facilitating exercise planning activities, evaluating stakeholder preparedness, and producing actionable insights to strengthen national cybersecurity readiness. You will collaborate closely with senior planners, federal partners, and technical teams to support cyber preparedness activities nationwide.

MEANINGFUL WORK AND PERSONAL IMPACT
  • Plan, coordinate, and execute cyber exercises in alignment with DHS Homeland Security Exercise and Evaluation Program (HSEEP) principles.

  • Lead or support development of exercise materials, including scenarios, injects, planning artifacts, conduct documents, and evaluation tools.

  • Facilitate planning meetings, technical discussions, and requirement-gathering sessions with government and private-sector stakeholders.

  • Draft key exercise life-cycle documentation including Situation Manuals (SitMans), Exercise Plans (ExPlans), and After-Action Reports (AARs).

  • Conduct analysis of exercise outcomes and contribute to improvement plan recommendations.

  • Research cybersecurity trends, threats, and stakeholder requirements to inform scenario development and exercise objectives.

  • Provide coordination, documentation, and operational support throughout the planning and execution cycle.

WHAT YOU'LL NEED TO SUCCEED
  • 3+ years of experience in exercise planning, cybersecurity operations, emergency management, or related analytical or technical fields.

  • Demonstrated experience with Homeland Security Exercise and Evaluation Program (HSEEP) methodology.

  • Strong understanding of cybersecurity concepts, incident response processes, and organizational preparedness activities.

  • Excellent written and verbal communication skills, including ability to produce high-quality planning documents and reports.

  • Ability to manage multiple concurrent tasks and engage effectively with cross-functional stakeholder groups.

  • Proficiency with Microsoft Office 365 applications (Word, Excel, PowerPoint).

  • Strong attention to detail, organizational skills, and a proactive, customer-focused mindset.

REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor's degree (cybersecurity, IT, political science, emergency management, or related discipline preferred).

  • 3+ years of relevant professional experience.

SECURITY CLEARANCE

Hired at Public Trust. Ability to obtain and maintain a TS/SCI clearance as required by the program.

The likely salary range for this position is $74,375 - $100,625. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
