JOB TITLE: CSS Program Manager

DEPT/DIV: Family Supportive Housing/Community Support Services REPORTS TO: FSH Director FLSA STATUS: Exempt WORK LOCATION: Varied Family Properties & Mission Plaza

Position Summary

The Program Manager provides leadership and oversight for the Community Support Services (CSS) program, ensuring the delivery of high-quality, trauma-informed, and person-centered services to residents across Foundation Communities properties. This position oversees three core components of CSS (Case Management Services, Adult Clinical Services, and Youth Development Programs) to ensure coordinated, consistent, and data-driven service delivery. The Program Manager also oversees partnerships with contracted providers, supports staff development, and monitors program outcomes to strengthen resident stability, resilience, and overall well-being. Through collaboration, supervision, and strategic guidance, this role ensures all CSS initiatives align with Foundation Communities’ mission and promote holistic, equitable support for residents.

Community Support Services Components:

Case Management Services

Provide individualized support to residents in achieving stability, self-sufficiency, and long-term success. Case Managers connect residents to community resources, assist with goal setting, and offer ongoing guidance to address barriers related to housing, employment, and overall well-being.

Adult Clinical Services

Deliver mental health counseling, emotional support, and clinical case management to adult residents. Using trauma-informed and culturally responsive approaches, the Adult Clinical Specialist promotes mental wellness, resilience, and emotional regulation to support sustained stability and personal growth.

Youth Development Programs

Support the emotional, behavioral, and developmental well-being of children and teens through therapeutic interventions, enrichment activities, and staff coaching. Youth Development staff and clinicians partner with Learning Centers and community programs to create safe, inclusive environments that promote resilience, connection, and healthy development.

Essential Job Functions
  • Foster a supportive, trauma-informed work environment that promotes staff well-being, confidence, and resilience.
  • Coordinate and monitor contracted therapeutic providers to ensure quality and alignment with programgoals.
  • Track and analyze program data to monitor outcomes, service utilization, and overall program effectiveness.
  • Prepare reports that demonstrate impact, identify trends, and guide continuous quality improvement efforts.
  • Collaborate with property management, Learning Center leadership, and other internal teams to ensure coordinated resident support.
  • Build and sustain partnerships with behavioral health providers, community agencies, and local organizations to strengthen service networks.
  • Represent Foundation Communities at meetings, coalitions, and community events related to resident services and behavioral health.
  • Support community outreach efforts and participate in leadership meetings, trainings, and cross-departmental initiatives.
  • Uphold Foundation Communities’ commitment to equity, inclusion, and trauma-informed care in all aspects of service delivery.
  • Perform additional related duties assigned to support program and agencygoals.
  • Provide leadership and supervision for the Community Support Services (CSS) Case Management team, including Clinical, Development, and General Case Managers
  • Supervise, coach, and evaluate staff performance, offering reflective supervision and ongoing professional development opportunities.
Minimum Qualifications
  • Master’s degreein Social Work, Counseling, or a related field.
  • Current LCSW, LPC, or equivalent clinical license in the State of Texas.
  • 3–5 years of experience in case management, behavioral health, or supportive housing, including supervisory or leadership responsibilities.
  • Strong knowledge of trauma-informed, culturally responsive, and person-centered practices.
  • Proven ability to supervise, coach, and develop staff in a supportive, team-based environment.
  • Skilled in data analysis, program evaluation, and qualityimprovement.
  • Excellent communication, collaboration, and relationship-building skills with internal and external partners.
  • Must be able to travel or commute regularly to various Foundation Communities properties and locations as needed.
  • Ability to maintain professional boundaries and confidentiality.
  • Must be willing to work a flexible schedule, including occasional evenings or weekends, to meet program or community needs.
Preferred Qualifications
  • Experience in supportive housing, behavioral health, or community-based program management.
  • Familiarity with clinical supervision, quality assurance, and grant compliance processes.
  • Bilingual (English/Spanish) strongly preferred.

This position operates within multifamily housing and office environments that may present challenges related to housing instability, behavioral health needs, and socioeconomic stressors. The role requires flexibility, composure, and strong interpersonal skills to engage effectively with diverse staff, residents, and community partners in a dynamic, collaborative setting.
