Job description

Job Summary

This position is open only to Utah residents. Salt Lake County does not provide relocation assistance.

JOB SUMMARY

Gathers and builds customer requirements for designing and building complex office applications and public-facing websites, intranets, portals, and online solutions, including existing and new technology and web development for the Salt Lake County Recorder's Office. Develops and sustains various internal, web, and online solutions in a complex, multi-platform environment using the Recorder's data, community services, and content to inform and assist the Recorder's public, internal customers, and residents countywide.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Data Management, or other closely related field, plus four (4) years of related experience OR an equivalent combination of related education and experience.

ESSENTIAL FUNCTIONS

  • Defines project objectives by analyzing user requirements; envisioning and designing system features and functionality, then building software to meet the goals.
  • Performs as the Lead Developer for any baseline solution.
  • Manages Recorder's Office Technology backlog in Azure DevOps.
  • Identifies and addresses key technical decisions.
  • Organizes obtained information to prepare specification documents required to complete a programming task. Performs and assists analyst(s) and programmer(s) with feasibility studies and preliminary analyses of projects.
  • Designs database architecture and develops software applications by writing code and conducting testing for implementation.
  • Writes and/or modifies computer programs based on specifications and adheres to established coding standards.
  • Reviews and modifies source code written by others as required.
  • Oversees the implementation of software into production environments.
  • Conducts testing and user acceptance and prepares program documentation according to standards.
  • Writes operating instructions for users and trains users, customers, and IS staff.
  • Identifies appropriate design patterns and strategies for solution development.
  • Applies different types of architecture and design principles to develop solutions on relevant platforms and frameworks.
  • Collaborates effectively with the creative team and web designers during project development.
  • Ensures ongoing support and maintenance is met, including internal tech support and external engagements.
  • Collaborates with business analysts, project managers, and other developers to contribute to project development.
  • Coordinates and participates in the development of interactive web applications, including analyzing, designing, and creating server and client-side code and databases.
  • Works closely with the IT security team to ensure web application security through development practices and user education.
  • Maintains and shares up-to-date knowledge on industry trends, development practices, tools, and standards.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

Knowledge of:

  • Database design and normalization
  • Database tools, including MS SQL, Oracle, and DB2
  • Various web technologies and programming languages, specific experience with ASP.Net, .NET, HTML, Java, JavaScript, SQL, APIs, AML, and Web Services
  • Front-end development lifecycle, including user interface design, HTML, CSS, Java, JavaScript, etc.
  • Microsoft Development Tools, Office Products, Microsoft Project, SharePoint, and Visual Studio
  • Diverse web technologies with specific knowledge of building and delivering relevant websites to support county businesses and online applications
  • Search Engine Optimization (SEO) best practices and how they are applied at both a structural and content level in order to achieve optimal website performance
  • Web analytics tools (Omniture, Google Analytics, etc.) and how best to use them for the County's web objectives
  • Content management systems, mock-ups, and wireframe development
