Job description

The Opportunity

Senior Federal Projects QA Manager / Inspector

Location: Key West, Florida

RS&H is seeking an experienced Senior QA Manager / Inspector to support the delivery of federal building and facility construction projects in Key West, Florida. This position works primarily in the field on active construction sites and serves as a critical member of the Federal Construction Management team.

In this role, you will act as the owner's representative for quality assurance and construction oversight, ensuring contractor work complies with contract requirements, project specifications, federal standards, and applicable codes. You will provide leadership in construction quality management, inspection services, documentation, and coordination with federal agencies, contractors, designers, and project stakeholders throughout the construction lifecycle.

What You'll Do:

  • Manage and implement the Quality Assurance Plan (QAP) for federal building construction projects.
  • Lead quality assurance and inspection activities to ensure compliance with contract requirements, project specifications, federal standards, and applicable codes.
  • Inspect and oversee major building systems, including structural, mechanical, electrical, plumbing, fire protection, and building envelope systems.
  • Monitor construction quality, identify deficiencies, and track corrective actions through resolution.
  • Review construction documents, submittals, RFIs, testing reports, and quality records for compliance.
  • Maintain detailed inspection reports, quality documentation, and project records.
  • Coordinate with contractors, project stakeholders, and federal clients to resolve quality and construction issues.
  • Lead and mentor inspection staff while providing technical guidance and quality oversight.
  • Support commissioning, punch list development, turnover, and project closeout activities.
To Be Successful in This Role, You Must:
  • Have a high school diploma or equivalent and 10 years of relevant construction inspection, quality assurance, or construction management experience.
  • Be a U.S. Citizen as required by federal client and project requirements.
  • Have demonstrated experience managing and implementing a Quality Assurance Plan (QAP) or Construction Quality Management (CQM) program on complex building construction projects.
  • Have extensive experience inspecting major building systems, including structural, mechanical, electrical, plumbing, fire protection, and building envelope systems.
  • Have experience identifying, documenting, and resolving construction deficiencies and non-conforming work.
  • Have supervised inspectors and been responsible for quality assurance and inspection activities on construction projects.
  • Have a valid driver's license, be insurable, and be able to safely operate a vehicle on highways and active construction sites.
  • Have a passion for working outdoors and the ability to work in varying weather and project site conditions.
  • Possess strong organizational, communication, problem-solving, leadership, and relationship-building skills.

Preferred Qualifications

  • Experience supporting federal agencies such as NAVFAC, USACE, DoD, U.S. Coast Guard, GSA, VA, DHS, or other federal clients.
  • Experience delivering quality assurance and inspection services for federal vertical construction, military installations, secure facilities, campus environments, or mission-critical facilities.
  • Working knowledge of federal construction standards, contract administration, commissioning, and project closeout requirements.
  • Experience implementing Construction Quality Management (CQM) programs and managing contractor quality compliance.
  • Ability to obtain and maintain access to military installations, federal facilities, and secure project sites.

Preferred Certifications

  • USACE/NAVFAC Construction Quality Management (CQM) for Contractors Certification.
  • ICC Commercial Building Inspector, Combination Inspector, or related ICC certifications.
  • NICET Construction Materials Testing, Highway Construction Inspection, or related certifications.
  • Certified Construction Manager (CCM).
  • Project Management Professional (PMP).
  • Professional Engineer (PE) license.
  • OSHA 30-Hour Construction Safety Certification.
  • Certified Quality Auditor (CQA) or other quality management certifications.
  • American Concrete Institute (ACI) certifications, where applicable to project requirements.

Security Clearance / Federal Site Access

  • Active Secret security clearance is preferred.
  • Candidates without an active clearance must be eligible to obtain and maintain any required federal background investigation, installation access credentials, or security clearances necessary to perform work on federal and military facilities.
  • Ability to successfully pass federal background screening and credentialing requirements as required by the client.
