Job description

The Compliance - Healthcare Risk Management Program Manager oversees risk management within ICE/IHSC, focusing on preventing, reducing, and controlling organizational loss while improving healthcare and safety for detainees. Responsibilities include incident reporting, root cause analysis, and enhancing patient safety. Requires healthcare expertise, advanced education, and certification in risk management.
This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.Qualifications:

PHYSICAL DEMANDS:

  1. Sitting and/or standing for extended periods of time [6-8 Hours].
  2. Performing repeated bending motion.
  3. Average manual dexterity for computer operation.
  4. Phone use for extended periods of time.
  5. If licensed clinician or administration specialist, will be tasked to TDY within the department for a minimum of 30 days annually to assist with field operations.
  6. May require physical exertion such as lifting objects greater than 30 pounds.
  7. Required to perform CPR/emergency care standing or kneeling.
  8. Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more than self).
  9. The work may necessitate some physical characteristics that will be required when responding to an emergency situation, such as running short distance, prolonged sitting or standing (6-8 hours) and working in an austere environment.
  10. Must perform the duties of job in a stressful and often austere environment without physical limitations.
  11. Must be able to travel (up to 30%).
Education:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Must be a Registered Nurse, Nurse Practitioner/Physician Assistant, or in a Healthcare or Healthcare Administration related field.
  2. Qualifying degree for the officer's category and an advanced degree (e.g., R.N., MPH) from an accredited institution plus a minimum of four years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, evaluation of public health programs; quality improvement or related areas of expertise, such as health care risk management and/or compliance.
  3. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  4. Advanced degree (e.g. MA, MS) from a recognized accredited institution.
  5. Three years of experience related to healthcare quality management, administration and/or health program management.
  6. Certification in Healthcare Quality or Risk Management or able to obtain certification within 1 year of employment; experience in healthcare quality management CPHQ certification, strongly recommended.
  7. Maintains clinical professional skills, via continuing education opportunities.
  8. Maintains basic readiness status.
  9. Experience with information systems and computer programs.
  10. Experience in program development, review, implementation and evaluation; to include developing fiscal year planning reports.
  11. Proficient knowledge of applicable detention health care standards, specifically, PBNDS, NCCHC, and ACA, and ICE FRS (as applicable).
  12. Ability to independently perform the functions/duties listed above, where applicable, with minimal to no supervision.
  13. Ability to communicate effectively in both written and oral formats; highly effective teaching skills to ensure goal directed outcomes.
  14. Ability to interact well and collaborate with all levels of personnel and management in ODCR, IHSC, ERO, ICE, and DHS offices, and with the Federal GS employees and contractors.
  15. Possess strong project management skills and abilities, including the ability to plan and prioritize projects under tight deadlines and occasional stressful situations.
  16. Eligible to become a certified FactFinder (must meet agency requirements).
  17. Knowledge of program policies, guidelines, and operating procedures.
  18. High degree of initiative, and follow through on a wide range of sensitive, complex and program issues.
  19. Proficient in the use of electronic health records and have the ability to quickly develop competency with IHSC's electronic health record.
  20. Skilled in the use of Microsoft Word and Excel, proficient in creating basic statistical graphics, and have the ability to manage, organize, and analyze complex information using electronic spreadsheets and other data management tools.
  21. Effective in written and verbal professional communications in English.
