Job description

Position Description About Harris County Flood Control District: The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou. What you will do at Harris County Flood Control District: The District is seeking talented candidates for the Office Services Department Manager position, which will be responsible for the overall administration, coordination, and management of the Office Services Department, ensuring efficient and effective operational support across District facilities

This includes office supply and furniture services, mail and courier operations, fleet maintenance, and front desk/reception functions. Essential Functions and Duties: Office Operations Management Oversee daily operations of the headquarters, main switchboard, and mail/courier services. Manage processes for requesting office equipment, supplies, furniture, workstations, and new equipment orders.

Coordinate and oversee furniture moves across all District locations. Oversee and be accountable for monies received from vending machines and related disbursements. Fleet and Vehicle Motor Pool Administration Supervise activities of the vehicle motor pool, including managing keys, gas, and repair tickets.

Organize and account for monthly vehicle reports and process and distribute EZ Tags. Budgeting and Reporting Prepare annual departmental budget requests and related financial reports. Collaborate with the Executive Support Manager to maintain and update District administrative procedures.

Staff Leadership and Development Manage Office Services Department staff, providing guidance, performance management, and development opportunities. Attend and conduct seminars, conferences, workshops, and training programs to stay current with best practices. Facilities Support Oversee meeting room setup to ensure spaces are properly arranged, equipped, and prepared for District events, training, and meetings.

Monitor and report facility outages, operational issues, and malfunctioning headquarters systems, such as HVAC, lighting, security systems, or other essential building functions, to ensure timely resolution. Coordinate with internal teams and external vendors to support facility maintenance needs and ensure a safe, functional, and efficient working environment. Assist in maintaining orderly, well functioning common areas and support operational readiness across headquarters facilities.

Additional Responsibilities and Support Serve as an active member of the District's Hurricane Response Team and participate and contribute to emergency coordination and financial support functions during disaster or response activities. Work on special projects as assigned and assist with division or District projects, as needed. Attend seminars, conference workshops, and other training programs.

Requirements Education: Bachelor's degree in Business Administration, Public Administration, Management, or a related field, OR, two years of directly related experience may be substituted for each year of required education. Experience: Minimum of seven (7) years of progressively responsible experience in office administration, facilities operations, or organizational support services.

Minimum of three (3) years of supervisory or management experience overseeing staff, departmental operations, or multi function service areas. Experience managing budgeting processes, departmental reporting, and operational planning. Licensure: Valid Class "C" Texas Driver's License Knowledge Skills, and Abilities: Strong understanding of office operations, facilities support, procurement processes, and administrative best practices.

Knowledge of fleet administration, operations, procurement coordination, record management, multi site logistical coordination, and facilities support Ability to interpret, analyze, and communicate financial and technical data effectively. Familiarity with regulatory requirements, operational compliance standards, and District procedures. Proven leadership ability to guide multidisciplinary teams and manage department operations effectively.

Excellent verbal and written communication skills, including the ability to explain technical concepts to diverse audiences. Skilled in conflict resolution, collaboration facilitation, and building positive working relationships across departments. Ability to work closely with executive leadership with professionalism, discretion, and accountability.

Strong critical thinking skills with the ability to assess complex challenges and implement strategic, practical solutions. Ability to adapt to changing conditions, emerging technologies, and evolving organizational needs. Capable of managing multiple priorities under tight deadlines with consistent accuracy and composure.

Ability to utilize digital tools and software for data management, reporting, record storage, and workflow coordination. Comfortable learning and implementing new technologies and systems as required. Strong organizational skills for planning, coordinating, and overseeing diverse operational functions.

Skilled at developing and maintaining structured processes, workflows, and department procedures.
