The role performs professional, technical, and analytical tax services assignments covering a variety of Pinellas County Tax Collector offices tasks to support operations, for overall maintenance, and review of property tax, tangible tax, bankruptcy, homestead liens, tax roll corrections, tax deed, statistical records, payments, receipts, fixed assets inventory, and accountability for the Pinellas County Tax Collector's tax roll loading operations; supports multiple agencies and departments operations that require centralized and comprehensive services for maintenance and processing of county-wide tax collections, balancing, reporting, and recordkeeping systems covering activities including, but not limited to, contract administration, quality assurance, certificate sale activities, court/tax deed applications, complex tax account analysis, assessment and evaluation of tax operations procedures, complex tax administration and projects, and serves as a departmental expert in specialty area of various ad valorem and non-ad valorem taxes.
What Will You Do?
Performs as an individual contributor with a primary role for complex and critical tax services completing assignments, tax operation tasks, reviews, and examining systems data or information implementing procedures and administrative steps for a recognized complex and more difficult combination of assignments or subject matters determined essential to tax operations;
Analyses and initiates action to address the various ad valorem and non-ad valorem transactions for one or more well-defined tax operations, programs, support systems, or overall tax reporting activity on a combination of regular, highly complex, and advanced assignments, for example, establishes tax operations templates and procedures, makes exception system corrections, or completes operations-wide analysis and tax roll loading reconciliations related to corrections for tax records and resources;
Works with Property Appraiser's office, vendor, and other Tax Collector departments by reviewing and creating millage rates, new taxing districts and exemptions to ensure the tax roll is accurate and collection opens timely based on Florida Statute requirements;
Responsible for advising and guiding lower level staff on the use of tax technologies and approaches to ensure the development and delivery of effective solutions to meet business objectives and works in close consultation and collaboration with key team members and business stakeholders (such as, vendors, department managers, taxing authorities, other county departments, Department of Revenue, etc.) and will be required to both gather and translate business requirements into solutions, as well as manage delivery to agreed schedules;
Responsible for preparing and filing annual tax notices, quarterly tax notices, reminder notices, delinquent notices, warning letters and certified court hearing notices;
Ensure advertisement data is complete and accurate and advertised in the manner as required by Florida Statute requirements for public notice of the tax roll opening, tax certificate auction for unpaid real estate taxes and warrant hearing for unpaid tangible taxes (delinquent accounts);
Identifies, documents, tracks, analyses, and reports on litigation cases involving contested assessments, foreclosures, and forfeitures - making necessary or required changes to the tax roll and collection of funds;
Issues flag on all accounts in tax system to ensure collection efforts are halted due to Bankruptcy Court requirements to the automatic stay set by the court;
Performs open/close functions of the office and audit process including quality verification of work.
Answers complex customer inquiries following set standards and expectations while assisting customers with various account activities such as payment application, fixed due dates, deferrals, payment installments, refunds, bill discrepancies, etc.;
Performs tax operations-initiated research and special projects;
Reviews and monitors county and state legislation requirements and prepares organization for any pending affected changes;
Advanced knowledge of investigative principles and techniques, including investigation and definition of problem areas, conducting studies, prepares reports recommending solutions or course of action;
Works with taxing authorities on interlocal agreements regarding non-ad valorem assessments;
Maintains, administers, and operates TaxSys and other tax relational data processing systems, data entry, and retrieval for both routine and highly specialized tax operations;
Analyzes and verifies daily reports, researches, and resolves problems;
Oversees the collection and receipt of funds under Florida Statutes, rules, and regulations;
Oversees and assists others processing and creation of homestead bills, monitor status of file, and work with the Clerk of Court in final resolution;
Provides technical supervision to staff maintaining and compiling computer-generated spreadsheets, tracking performance, and auditing daily work;
Performs and/or assists in the daily office operations, other reports, reconciling TaxSys, may fill in for supervisory or managerial staff in their absence, when assigned, and performs special administrative projects;
Performs other related job duties as assigned.
What Do You Need?
Three (3) years of experience in the Tax Operations department of a Florida Tax Collector's Office to include a minimum of six (6) months of experience serving as an in-house trainer or mentor and a minimum of two (2) years of experience in problem solving, logical progression, analyzing, organizing, and evaluating research; or
An equivalent combination of education, training, and/or experience.
Possession and maintenance of a valid State of Florida Driver's License upon hire.
Candidate to demonstrate more advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively, after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department.

Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Knowledge, Skills and Abilities
Knowledge of advanced business English, spelling, and arithmetic;
Knowledge of public tax administration methods, principles, and practices;
Knowledge of principles and practices of quality assurance;
Knowledge of County departments, administrative practices, and procedures;
Knowledge of operations research and systems analysis;
Knowledge and mastery of most advanced tax services, business practices, and procedures;
Knowledge of local, federal, and state regulations, tax rules, and ordinances and procedures;
Knowledge of the laws, statutes, ordinances, and Department of Revenue rules and regulations pertinent to the area of assignment;
Intermediate to advanced knowledge and experience of Microsoft Office;
Skill in assembling complex tax operations data in a reasonable, timely, and comprehensive manner;
Skill in use and application of reference materials to research and solve problems;
Skill in applying new technologies, soft skills and procedures;
Ability to apply computer applications and software;
Ability to prepare technical reports and provide factual information within specified formats;
Ability to establish and maintain effective working relationships as necessitated by assignments;
Ability to analyze difficult problems and make appropriate recommendations clearly and concisely, orally and in writing;
Ability to analyze complex transactions and complex reports and make appropriate correcting entries;
Ability to apply advanced tax procedures as well as to train and guide others on how to apply computer applications and software to prepare and process data in proper format for _data entry, understand and maintain tax files or other record systems, recognize and correct computational errors, accurately compare, post, and transfer numbers, understand transactions in terms of tax codes and classifications, prepare routine and special reports, and communicate effectively by all methods;
Ability to establish and maintain effective working relationships with others providing guidance and instruction to others in completion of the most complex assignments;
Ability to analyze accounts, perform computations, determine customer information, and prepare related correspondence and documents;
Ability to research, review, and understand complex legal information and documents;
Ability to understand and follow oral and written instructions and to express oneself clearly and concisely, orally and in writing, and to communicate effectively with internal and external departments, customers, vendors and agencies;
