Description PLANNER - $50,018 - 65,024 SENIOR PLANNER - $62,743 - $81,566 **Salary and position level will be determined depending on qualifications of candidates relative to the minimum requirements as outlined within the job description. Professional work with responsibility for technical and long range planning/ comprehensive plan and land development code amendment assignments for the Planning and Development Division of the Development Services Department. Planner is responsible for independently managing development projects, code amendments, and environmental studies and complex programs.

Essential Functions Note: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Reviews all types of site plan, subdivision, variance, setback, special exception and/or rezoning applications to ensure compliance with the requirements of the SCLDC.

Reviews all types of comprehensive plan future land use map amendments, rezones, site plan, subdivision, and other development applications to ensure compliance with the requirements of the County Land Development Code and Comprehensive Plan. Manages projects in the development review process to ensure the consistent, efficient, and effective application of the Land Development Code and Comprehensive Plan. Reviews planning and zoning issues and design criteria related to land development regulations.

Prepares technical reports and makes recommendations to County boards, such as the Code Enforcement Board, Board of Adjustment, Planning and Zoning Commission and/or the Board of County Commissioners. Coordinates with other departments, divisions, outside agencies, applicants, developers, and engineers to maintain consistency with established codes and regulations. Participates in the Development Review Committee meetings.

Reviews planning and zoning issues. Advises developers, engineers, and the public on County policies regarding land development requirements. Represents the Division and the Department at various meetings and conferences and on local technical and advisory committees.

Provides technical assistance to other staff and officials. Implements and participates in developing and reviewing research, analysis, and interpretations of data. Works to create community and interdepartmental partnerships.

Provides customer service. Additional Duties: Performs other related work as required. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications Planner - Completion of Bachelor's degree in Public Administration or Business Administration and two (2) years of local governmental planning experience is preferred. Senior Planner - Bachelor's degree in Public Administration or Business Administration and four (4) years of local governmental planning experience. American Institute of Certified Planner Certification or able to qualify for certification within six (6) months.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications. Additional Requirements Knowledge of the principles and practices of planning, zoning, and land development regulations as applied to the Planning and Development Division projects. Knowledge of local, State and Federal regulations pertaining to city and county planning issues, regulations, and programs is preferred.

Ability to establish and maintain effective working relationships with co-workers, subordinates, and managers. Ability to take direction and work independently or in a team environment. Ability to take initiative on assigned projects and meet given deadlines.

Analytical skills, public speaking experience and business writing skills. Ability to communicate effectively, both orally and in writing. Ability to make effective oral presentations, prepare clear and effective technical reports and correspondence.

Must possess and maintain a valid Florida Drivers License. All employees must attend Seminole County Required Trainings. Department Specific trainings per position may be required.
