Type: Full TimeLocation: MCTSSA, Camp Pendleton, CAOvertime Exempt: NoReports To: ARMADA HQSecurity Clearance Required: Active Top Secret/SCI*****CONTINGENT UPON AWARDING OF GOVERNMENT CONTRACT*****Duties & Responsibilities:The Assistant Special Security Officer (ASSO) develops, evaluates, maintains, and/or operating systems, policies, devices, procedures, and methods used for safeguarding classified SCI information, property, and materials.The Assistant Special Security Officer investigates SCI security infractions, makes recommendations and prepares required The Assistant Special Security Officer maintains listings of available SCI electrical and hard copy products, validates product requirements, and ensures dissemination to authorized users.The ASSO reviews all derogatory information from the local supporting military law enforcement agency involving SCI-indoctrinated personnel and takes appropriate action.Evaluates SCI risk and recommends appropriate countermeasures.The ASSO creates standard operating procedures for operations involving the use or transport of classified and SCI material.The ASSO conducts SCI indoctrinations and debriefs for command personnel and Contractors working at MCTSSA.Reports security violations and Practices Dangerous to Security (PDS) per DoD 5105.21-M.The ASSO manages PWSs and material submittals for construction and electronic systems contracts in support of SCIF accreditation/remodel actions.Coordinates with the cognizant Security Authority for pre-con and final fixed facility checklists, construction security plans, and modification security plans.The ASSO prepares and revises, as needed, all physical accreditation paperwork, to include the fixed facility checklists.The ASSO develops and disseminates guidance to units on escort procedures/requirements for Contractors and ensures compliance through on-site visits.The ASSO conducts SCI physical and technical security (Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST)/Technical Surveillance Countermeasures (TSCM)) actions.The ASSO assists in providing overall physical security and ensures that all current and future SCIFs comply with the physical security standards outlined in Intelligence Community Directive (ICD) 705 all other applicable directives and established policies.The ASSO conducts an annual SCIF self-inspection and maintains records of these self-inspections for a period of 3 years.Maintains appropriate accreditation documentation for the MCTSSA SCIF, communications system, and information systems under the MCTSSA and System Command's security cognizance.Obtains approval from DIA/DIA Counterintelligence and Security Activity (DAC) for SCIF modifications. Notifies DIA/DAC of changes to SCIF security posture (e.g., fire, explosion, natural or other disasters).Coordinates and include SCIF security in the Emergency Action Plan (EAP).Requests and coordinate TSCM surveys with Office of Special Investigations (OSI).Conducts penetration exercises annually and alarm tests semiannually and records the events in a logbook.The ASSO coordinates with local Provost Marshal's Office and provides rosters of individuals responsible for the overall security of the facility and performs as System Administrator for the SCIF Intrusion Detection System (IDS) and Access Control System.Performs SCI security support functions and access to the SCI network systems located within the SCIF.The ASSO responds to and troubleshoots after-hours alarm issues when required.The ASSO opens and secures SCIF spaces in accordance with standard operating procedures, DoD.Other Duties as assigned.Knowledge, Skills, and Abilities (KSAs):Working knowledge of SCI requirements and security policies.Knowledge of the National Background Investigative Service (NBIS), Joint Deployable Intelligence Directives, and ICDs. System (JDISS), SCI network, DISS, and the SIPRNet.Must have a working knowledge of Executive Order 12563.Familiarity with National, Defense Intelligence Agency (DIA), and DoD SCI security regulatory requirements.Must have attended and completed a formal SSO certification training and SCIF physical security course within the last 5 years.
