We're looking for you to join our team as a Manager 3 - Pricing and Cost Estimating. The preferred locationfor this positionis Linthicum, MD. This position may also be staffed in Rolling Meadows, IL, San Diego, CA or Woodland Hills, CA.This is an onsite position that offers the 9/80 work schedule.

The Manager 3 - Pricing and Cost Estimating will lead a team of 3 managers and 30 factory and material estimating professionals, overseeing the pricing of proposal bill of materials and factory labor estimates (BWI), reporting to the Director of Pricing & Estimating. In this role you will:

  • Function in a fast-paced proposal environment and collaborate with Sector management, business management counterparts, global supply chain and capture/proposal teams regarding the bill of material pricing
  • Participate in and encourage material strategy reviews with program and global supply chain
  • Ensure Estimating System compliance, advise leadership of pricing requirements/obligations and provide interpretation of Request for Proposal (RFP) requirements.
  • Oversee development of annual cost factors & cost estimating relationships (CERS) for multiple MS campuses
  • Maintain Sector estimating tools and spearhead the effort to modernize NGMS factory and material estimating tools, including QUEST
  • Establish vision and harmonization for Sector estimating personnel across all Mission Systems Campuses

Basic Qualifications

  • Bachelor's degree with 8 years of related professional experience in pricing, contracts, global supply chain or business management - OR - a Master's degree with 6 years of related professional experience as described.
  • Thorough knowledge of FAR/DFARS.
  • Experience with U.S. Government, commercial, and international proposals.
  • Experience implementing process improvement across the factory and material estimating tools suite
  • Experience presenting and explaining complex information to all levels of stakeholders
  • The ability to travel domestically 10% of the time
  • US Citizenship is required
  • The ability to obtain and maintain a U.S. Government Secret level security clearance.

Preferred Qualifications

  • Experience managing highly collaborative, geographically disbursed teams
  • Experience developing talent at both the individual and management level
  • Significant experience with US Government proposal and business system audits, fact finding and customer negotiations.
  • Previous exposure to material estimating tools (e.g., QUEST) and familiarity with the factory labor process (routings & standards, etc).
  • Working knowledge of ProPricer
  • Current, active U.S. Government Secret level security clearance.

Primary Level Salary Range: $167,500.00 - $263,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
