Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number NGD1922000 and is part of the TN ARMY National Guard.

Duties
Help
As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will support the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state. Provide assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to US Army Western Hemisphere Command (USAWHC). Coordinates with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements. Provide official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands. Collect, evaluate, and monitor information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements. Review records on the location and type of military, state, and federal transportation assets within the state. Represent the DMC as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated. Assist the DMC in day to day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets. Assists the DMC in maintaining, inspecting, and verifying serviceability of Army containers. Present instruction and assists in training Unit, BN, and BDE Unit Movement Officers. Conduct visits to active and reserve component installations to coordinate mobilizations, annual trainings, and unit load plans. Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications
Military Grades: E-6 through CW3
GENERAL EXPERIENCE: Experience in developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations
SPECIALIZED EXPERIENCE: have 24 months or 1-year specialized experience equivalent to at least the next lower grade, experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
