DISTRICT COUNSELOR, STUDENT WELLNESS SERVICES
DESCRIPTION
Under the direction of the Director of Student Wellness Services or designee, provides districtwide support related to student wellness, mental health services, attendance improvement, crisis response, and Section 504 compliance. Serves as a resource to school site administrators and support staff by providing consultation, training, and direct support in complex student cases. Assists school teams in ensuring compliance with Section 504 requirements, promoting student well-being, and connecting students and families with appropriate services and supports.
QUALIFICATIONS
Credential
Valid California Pupil Personnel Services credential in School Social Work.
Additional Desired Qualifications
- Child Welfare and Attendance (CWA) Authorization.
- Experience facilitating Section 504 meetings and developing Section 504 accommodation plans.
- Experience providing mental health services and crisis intervention in a school setting.
- Experience conducting suicide risk assessments and participating in threat assessment processes.
- Experience providing professional development and training to school personnel.
- Bilingual proficiency desirable.
WORK YEAR
201 days, 8 hours per day (exclusive of 30-minute lunch), to be worked between July 1 and June 30. The work year follows the negotiated "Counselor Attendance Calendar."
SALARY SCHEDULE
Per the Collective Bargaining Agreement between the Glendale Unified School District and the Glendale Teachers Association, this position aligns with salary schedule K, depending on the credential type, verifiable years of prior service, and educational history verified through an official transcript from an accredited university or college. The District accepts up to 11 years of contractual service.
ESSENTIAL FUNCTIONS
- Serves as a district resource regarding student wellness, mental health services, attendance improvement, crisis response, and Section 504 compliance.
- Provides consultation and technical assistance to administrators, counselors, psychologists, nurses, social workers, and school site teams regarding complex student cases.
- Supports school teams in implementing Section 504 procedures and ensuring compliance with applicable federal and state requirements.
- Assists with the review of Section 504 documentation to promote consistency, quality, and procedural compliance.
- Participates in Section 504 meetings involving complex, contentious, or legally sensitive circumstances as requested.
- Provides guidance regarding accommodations, eligibility determinations, manifestation reviews, and other Section 504 processes.
- Develops and facilitates districtwide training related to Section 504 compliance, student wellness, attendance improvement, and mental health support.
- Collaborates with school site personnel to develop interventions and supports that address barriers to student success.
- Provides direct counseling, case management, and wellness support services to students as assigned.
- Assists students and families in accessing school-based and community-based services and resources.
- Conducts student and family needs assessments and develops appropriate intervention plans.
- Participates in multidisciplinary teams addressing attendance, behavior, social-emotional, and mental health concerns.
- Assists school sites with suicide risk assessments, safety planning, crisis intervention, and threat assessment processes.
- Supports district crisis response efforts following critical incidents affecting students, staff, or school communities.
- Provides consultation regarding attendance concerns and supports interventions designed to improve student engagement and school attendance.
- Collaborates with community agencies, county departments, and service providers to coordinate support for students and families.
- Provides parent education workshops and training opportunities related to student mental health, wellness, attendance, and family support services.
- Assists in the development, implementation, and evaluation of districtwide student wellness initiatives.
- Collects, maintains, and analyzes data related to student wellness services, Section 504 implementation, attendance initiatives, and program effectiveness.
- Maintains current knowledge of federal and state laws, regulations, and best practices related to student wellness and Section 504 compliance.
- Develops and maintains skills necessary to utilize technology systems and participate in professional development activities.
- Maintains professional competence through participation in in-service education and professional growth activities.
- Adheres to the ethical standards and professional practices prescribed by applicable state and national professional organizations.
- Performs other related duties as assigned.
KNOWLEDGE, ABILITIES, AND PERSONAL CHARACTERISTICS
- Knowledge of Section 504 of the Rehabilitation Act of 1973 and related federal and state laws and regulations.
- Knowledge of student mental health practices, trauma-informed care, and crisis intervention strategies.
- Knowledge of attendance improvement practices and student support systems.
- Knowledge of suicide prevention, risk assessment, threat assessment, and school safety practices.
- Ability to interpret laws, regulations, policies, and procedures and apply them appropriately.
- Ability to facilitate meetings involving school personnel, parents, advocates, attorneys, and community agencies.
- Ability to provide professional development and coaching to certificated and classified staff.
- Ability to analyze records, documentation, and data and identify compliance concerns.
- Ability to establish and maintain effective working relationships with students, parents, staff, and community partners.
- Ability to communicate effectively in oral and written form.
- Ability to plan, organize, prioritize, and manage multiple assignments.
- Ability to work independently while supporting districtwide initiatives.
- Ability to maintain confidentiality and exercise sound professional judgment.
- Knowledge of and ability to use computer-based programs and student information systems.
- Ability to work effectively with all racial, ethnic, linguistic, economic, and disability groups.
- Excellent interpersonal, oral, written, and problem-solving skills.
- Oral and written proficiency in a second language preferred.
