Job description
Chief Financial Officer
The Chief Financial Officer (CFO) serves as a key member of the Executive Leadership Team and provides strategic leadership, vision, and oversight for the agency's Fiscal and Business Technology Services (BTS) departments. The CFO is responsible for ensuring the organization's financial integrity, long-term sustainability, regulatory compliance, fiscal stewardship, technology infrastructure, and operational effectiveness align with the agency's mission, strategic priorities, and growth objectives. This position oversees financial planning, budgeting, forecasting, reporting, internal controls, risk management, business analytics, and technology strategy while partnering with executive leadership and the Board of Directors to support informed decision-making, organizational performance, and the delivery of high-quality services to children and families.
Educational Requirements
- Master's degree in Accounting, Finance, Business Administration, or a related field required. CPA preferred but not required.
Work Experience
- Minimum of 10 years of relevant experience working in accounting, with a preference for non-profit accounting experience strongly preferred.
Supervisory Requirements
- Must have a minimum of five-years supervisory experience

Knowledge and Skill Requirements:
- Demonstrated experience in executive leadership, strategic planning, organizational growth, and operational execution.
- Advanced knowledge of finance, accounting, budgeting, forecasting, auditing, cost allocation methodologies, and Generally Accepted Accounting Principles (GAAP).
- Strong understanding of nonprofit financial management, governmental funding streams, cost reimbursement principles, and federal, state, county, and contractual compliance requirements.
- Experience preparing and managing complex organizational budgets, financial forecasts, and multi-program cost allocations; experience with Title IV-E funding and rate packet development strongly preferred.
- Knowledge of contract administration, procurement processes, vendor management, negotiation, and change management principles.
- Experience developing and implementing internal controls, risk management strategies, and financial accountability systems.
- Strong analytical skills with the ability to evaluate complex financial data, identify trends, develop financial models, and provide actionable recommendations to executive leadership and the Board of Directors.
- Knowledge of automated financial management systems, accounting software, and business intelligence tools; experience with Sage Intacct preferred.
- Exceptional written, verbal, presentation, and interpersonal communication skills.
- Proven ability to lead, develop, and motivate high-performing teams while managing multiple priorities, projects, and deadlines.
- Strong organizational, problem-solving, and critical-thinking skills with the ability to make sound, independent decisions.
Primary Responsibilities:Â
- Create, coordinate, evaluate, and continuously improve the agency's financial programs, budgeting processes, insurance planning, real estate activities, asset management, and supporting information systems.
- Lead the agency's financial planning, budgeting, forecasting, and financial reporting functions, ensuring alignment with strategic and operational priorities.
- Lead the agency contract review process in partnership with the CEO and legal counsel, evaluating financial implications, contractual obligations, and organizational risk.
- Oversee and enhance automated financial and management information systems, including Sage Intacct and other technology platforms supporting agency operations.
- Ensure compliance with all local, state, federal, contractual, and budgetary reporting requirements, including oversight of Title IV-E reporting, reimbursement processes, and related fiscal compliance activities.
- Oversee the approval and processing of revenue, expenditures, position control documents, departmental budgets, fiscal ledgers, account maintenance, and financial data management activities.
- Coordinate the preparation and presentation of financial statements, forecasts, audits, analyses, dashboards, and other financial and operational reports.
- Develop, implement, and continuously improve finance, accounting, billing, auditing, and fiscal management procedures.
- Establish and maintain effective internal controls, financial safeguards, and reporting systems to ensure accountability, regulatory compliance, and adherence to GAAP.
- Provide consultative financial leadership and analytical support to agency leadership, contracted partners, and strategic initiatives through financial modeling, forecasting, reporting, and recommendations.
- Oversee the agency's MWDBE vendor selection process and ensure achievement of contractual benchmarks and diversity procurement goals.
- Develop and direct the implementation of strategic business, financial, operational, and technology initiatives that support organizational performance and growth.
- Assist in maintaining all licenses, insurance coverages, and financial requirements necessary to support agency operations.
- Monitor cash flow, expenditures, revenues, cost controls, and financial performance indicators while identifying risks, trends, efficiencies, and opportunities for improvement.
- Establish and implement short- and long-range departmental goals, objectives, policies, operating procedures, and performance measures for Fiscal and BTS functions.
- Serve as a member of the Executive Team and participate in strategic planning, policy development, Executive Team meetings, Finance Committee meetings, Board meetings, and other leadership forums.
- Analyze organizational operations and financial performance to identify opportunities for restructuring, resource optimization, cost containment, growth, and operational improvement.
- Develop and maintain cost allocation methodologies and complex financial models to support multiple programs, contracts, and funding streams.
- Partner with the CEO, Sr. Executive Team, and agency leadership to provide strategic guidance on fiscal, operational, and technology matters.
- Evaluate long-range economic, financial, and industry trends and assess opportunities for organizational growth, expansion, partnerships, acquisitions, and new business opportunities.
- Maintain relationships with financial institutions, auditors, funding entities, and investment partners while supporting capital and financing strategies as needed.
- Serve as fiduciary agent for agency retirement and benefit plans, ensuring compliance with all applicable regulations and fiduciary responsibilities.
- Provide executive oversight of the Business Technology Services Department, ensuring technology infrastructure, cybersecurity, business systems, reporting capabilities, and technology investments support agency operations, strategic objectives, and future growth.
- Foster a culture of accountability, innovation, continuous improvement, data-driven decision-making, and exceptional customer service across Fiscal and BTS functions.
- Perform other duties as assigned.
