PRISM is seeking a Journeyman Data Analyst to provide design and execution of the WPO AEGIS analytic and measurement environment by identifying relevant data sources, shaping data collection and integration approaches, and producing analytic products that help demonstrate effectiveness over time. The role connects conceptual architecture, indicator development, and data-source assessment to enable evidence-based decision support, pilot evaluation, and readiness reporting across the WPO ecosystem. This is a hybrid position with 2 days a week in Washington, DC. KEY RESPONSIBILITIES: * Support development of the WPO AEGIS conceptual architecture and operating model, including documenting analytic functions, workflows, data integration requirements, and governance/decision-support use cases. * Identify and inventory relevant data sources, systems, and access constraints across DoW and external partner environments to support WPO measurement needs. * Support the development of measurement categories, indicators, and metrics aligned to the WPO framework, and map them to candidate data sources for process, performance, outcome, and impact reporting. * Develop and maintain a measurement framework and indicator catalog that explains how AEGIS will collect, integrate, and analyze data to assess warfighter performance conditions. * Assess data quality, integration opportunities, limitations, and gaps, and recommend strategies to address missing data, access issues, or research gaps. * Support data acquisition planning, including coordination on data-sharing agreements and data use approaches needed to obtain information not already covered by existing agreements. * Apply advanced analytic techniques and tools to analyze government-provided and pilot-generated qualitative and quantitative data, including de-identified vendor data where applicable. * Help develop metrics, logic models, dashboards, and analytic products that show program effectiveness and support leadership decision-making. * Support pilot evaluation activities by designing data collection approaches, monitoring ongoing data capture, and assessing usability, operational feasibility, and performance impacts. REQUIRED QUALIFICATIONS (SKILLS/EDUCATION): * Experience with data identification, source assessment, and data inventorying across multiple systems and stakeholders. * Strong capability in data collection planning, metric definition, indicator mapping, and measurement framework development. * Proficiency in qualitative and quantitative analysis, including trend analysis, performance assessment, and evidence generation. * Experience assessing data integration requirements, access constraints, data limitations, and governance implications. * Familiarity with dashboarding, decision-support reporting, and analytic product development for leadership audiences. * Ability to work with cross-functional teams to support data-sharing agreements, stakeholder coordination, and pilot data collection activities. * Strong written and verbal communication skills, especially the ability to translate technical findings into clear, decision-useful insights for government leadership.
