Job description

About Company:

Kundlas Consulting Group LLC is a professional consulting firm specializing in construction inspection and compliance services for public infrastructure projects. Our core services include on-site inspection of roadway, bridge, and utility construction to ensure adherence to engineering specifications, safety standards, and contract requirements. We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.

About the Role:

The FEMA Debris Monitor plays a critical role in supporting disaster recovery efforts by overseeing and documenting debris removal operations to ensure compliance with federal regulations and guidelines. This position involves working closely with contractors, local officials, and FEMA representatives to verify that debris removal activities are conducted safely, efficiently, and in accordance with established standards. The Debris Monitor is responsible for accurately tracking debris quantities, types, and disposal methods to facilitate proper reimbursement and reporting. This role requires meticulous attention to detail and the ability to work in dynamic, often challenging environments following natural disasters. Ultimately, the Debris Monitor helps ensure that communities can recover more quickly and that federal funds are used appropriately and effectively.

Minimum Qualifications:

  • High school diploma or equivalent.
  • Ability to work outdoors in various weather conditions and physically inspect debris sites.
  • Basic knowledge of debris management and disaster recovery processes.
  • Strong communication skills to interact effectively with diverse stakeholders.
  • Proficiency in using mobile devices and software applications for data collection and reporting.

Preferred Qualifications:

  • Experience working in disaster recovery, emergency management, or related fields.
  • Familiarity with FEMA policies, procedures, and documentation requirements.
  • Training or certification in safety protocols related to debris removal operations.
  • Ability to analyze and interpret technical information related to debris types and disposal methods.
  • Experience with GIS or other mapping technologies.

Responsibilities:

  • Monitor debris removal operations on-site to verify that work is performed according to FEMA guidelines and contractual agreements.
  • Document and report daily debris quantities, types, and disposal methods using standardized forms and digital tools.
  • Coordinate with contractors, local government officials, and FEMA personnel to resolve issues and ensure compliance with safety and environmental regulations.
  • Conduct site inspections to assess debris removal progress and identify any potential hazards or non-compliance.
  • Prepare detailed reports and maintain accurate records to support reimbursement requests and audit processes.

Skills:

The required skills enable the Debris Monitor to accurately observe and document debris removal activities, ensuring compliance with FEMA standards and contractual obligations. Effective communication skills are essential for coordinating with contractors, local officials, and FEMA representatives to address challenges and maintain smooth operations. Proficiency with mobile data collection tools allows for timely and precise reporting, which is critical for reimbursement and audit purposes. Preferred skills such as familiarity with FEMA policies and safety protocols enhance the monitor's ability to navigate complex regulatory environments and promote safe work practices. Additionally, analytical skills and experience with mapping technologies support the accurate assessment and documentation of debris sites, contributing to efficient disaster recovery efforts.
