Job description

SUMMARY

ONeill Contractors, Inc. is the leading service disabled veteran-owned general contractor in the Chicagoland area, specialized in managing federal government construction projects ranging in size from $5M-$20M. Though focused on the Midwest Region, ONeill has completed projects coast to coast for its core clientele which includes the US Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), US Coast Guard (USCG), Dept. of Veterans Affairs (VA), and the General Services Administration (GSA), as well as regionally for the Federal Aviation Administration (FAA), Federal Bureau of Investigation (FBI), Department of Homeland Security, Joint Base Andrews Air Force Base, and the United States Capital Building.

The company continues to achieve tremendous growth and is adding a Construction Project Manager to its expanding team. The ideal candidate will have 5+ years of relevant project management experience with a general contractor and has successfully managed Federal projects ranging in size from $10M - $30M.

RESPONSIBILITIES

The Project Manager will be responsible for pre-construction through closeout project activities including buyout, scheduling, managing sub-contractors and construction project management responsibilities on various Federal government construction projects ranging in size from $10M - $30M. Basic duties of the Project Manager include, but are not limited to:

  • Plan, direct, and coordinate all activities for the assigned projects
  • Meet or exceed project objectives as determined in the pre-job planning process.
  • Manage the project buyout, negotiate scope and price with subcontractors
  • Monitor and control project budget and schedule
  • Conduct a thorough analysis of job costs vs. budget and provide accurate percent complete status on projects to accounting each month.
  • Weekly reporting on all facets of the project
  • Review and approve payment subcontractor applications, prepare and submit payment applications to owner
  • Review submittals, RFIs, and change order requests from subcontractors prior to submitting to owner
  • Serve as company representative at all required project meetings
  • Submit and manage the following: RFI Log, Submittal Log, Potential Change Order and Change Order Log, Shop Drawing Log, Operations and Maintenance Manuals, As-built Drawings, Punch Lists.
  • Ensure timely and accurate completion financial processes, controls, and reports, i.e., internal budgets, costs to complete, billings, subcontractor payments, change order preparation and resolution, contracts, etc.
  • Ensure that jobs are completed according to schedule and meet profit goals.

QUALIFICATIONS

  • 8+ years experience as a Construction Project Manager with Federal Government work
  • Excellent understanding of the USACE 3-Phase Quality Control System
  • Capacity to efficiently and effectively manage multiple projects concurrently
  • Thorough understanding of Federal Government construction practices, processes and standards
  • Comprehensive knowledge of the entire construction process, design, general contracting and skilled trades
  • Expert ability to decipher complex construction drawings and specifications
  • Extensive experience maintaining project budgets and schedules.
  • Adept at negotiating and writing subcontract agreements
  • Ability to lead and manage field supervisors (typically 2 on each project)
  • Highly organized with project files, documents, reports, payment requests, certified payroll reports, etc.
  • Exceptional written and verbal communication skills.
  • Must Have very strong computer and software skills and be very fluent in the following Microsoft software: Word, Excel, Project, Teams, Outlook etc.
