Job description

Located in Germantown, MD Project Enhancement Corporation (PEC) is a technical services business focused on providing Project Management and specialized services in the areas of emergency operations, nuclear incident response, nuclear safety, worker safety and health, emergency management, incident response, quality assurance, environment as well as materials and facilities disposition within the DOE and commercial power industry. The team is comprised of PEC and MAS Consultants & Point Six (MAS), each offering its own comprehensive and competitive compensation and benefits package.
Employment Position: Security Specialist - Survey Program and FOCI
Location: Germantown, MD
This position supports the Office of Headquarters Industrial Security (EH 42) within the Environment, Health, Safety, and Security (EHSS) organization at the Department of Energy (DOE). The Security Specialist supports the Office of Headquarters Industrial Security (EH-42), working in Germantown, MD. The position requires an active Top Secret (TS) / "Q" security clearance.
Responsibilities:
Headquarters Survey Program
• Assist with planning, conducting, and documenting DOE surveys and security reviews.
• Support development of annual survey schedules, LOIs, ratings, and topical reports.
• Ensure proper handling, classification review, and retention of survey materials.
• Provide technical, administrative, and publication support to deliverables.
FOCI / Facility Clearance (FCL)
• Support FOCI submissions and reviews (annual, 5 year, and significant changes).
• Coordinate with procurement, contracting, HSOs, personnel security, and contractors.
• Support mitigated FOCI actions, documentation, and access authorization needs.
• Manage facility registration and updates in SSIMS; coordinate reciprocity and CSCS actions.
• Provide guidance to DOE HQ, field offices, and contractor security personnel.
• Assist with SOP development, form creation, and presentation materials.
Required Qualifications:
• Bachelor's degree in engineering, law enforcement, security management, or related field.
• 10+ years of experience in nuclear safeguards and security.
• Strong knowledge of classified matter protection, physical/information security, cyber basics, protective forces, and asset protection.
• Excellent written and verbal communication skills.
• Proficiency in MS Office Suite; strong administrative and organizational abilities.
• Ability to manage multiple tasks independently with high attention to detail.
• U.S. citizenship and active Q/TS security clearance. The candidate's written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
• Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required.
Desired or Preferred Qualifications:
• Experience in the DOE complex, specifically Safeguards and Security operations.
• Knowledge of SharePoint.
• Familiarity with DOE program office procedures and tracking systems
