Position Summary
The Associate Director, Government Finance & Compliance serves as a senior leader within the Government Finance & Compliance (GF&C) organization, reporting to the SVP, Head of Government Finance & Compliance. This role provides strategic leadership across government accounting, compliance, pricing, business development support, operational consulting, and financial transformation. The position partners with Finance, Contracts, Legal, Business Development, Operations, Human Resources, and executive leadership to support DDB Chicago and Omnicom's U.S. Government contracting business while helping expand GF&C into a shared-services organization providing consulting and operational support across Omnicom agencies.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment & the contract)
- Provide technical leadership for FAR, DFARS, CAS, GAAP, and other government contracting requirements.
- Lead indirect rate strategy, forecasting, monitoring, optimization, Incurred Cost Submissions (ICS), Forward Pricing Rate Proposals (FPRPs), and Disclosure Statement support.
- Support DCAA, DCMA, and other government audits while maintaining audit-ready documentation
- Partner with Business Development and Capture teams to develop compliant pricing strategies for CPFF, FFP, T&M, IDIQ, and GWAC opportunities.
- Perform financial modeling, profitability analysis, and executive decision support.
- Lead development, monitoring, and analysis of indirect rates.
- Analyze variances and provide recommendations to leadership on rate optimization and risk mitigation.
- Ensure the company's accounting practices are aligned with the approved Cost Accounting Standards (CAS) Disclosure Statements. Coordinate revisions, support submissions, and address inquiries from government auditors (e.g. DCAA) related to disclosed practices.
- Develop and maintain government accounting policies, internal controls, and compliance frameworks.
- Serve as an internal consultant supporting Omnicom agencies with government contracting operations, accounting, pricing, compliance, organizational design, and business process improvements.
- Support mergers, acquisitions, organizational restructurings, and government contracting integrations.
- Lead cross-functional initiatives involving Finance, Contracts, Legal, Procurement, HR, IT, and Operations.
- Develop standardized shared-service offerings that improve consistency, compliance, and operational efficiency across Omnicom government contractors.
- Mentor staff and help build the long-term Government Finance & Compliance organization.
Knowledge & Skills
- Expert knowledge of FAR, DFARS, CAS, GAAP, DCAA audit requirements, and government contractor finance and accounting.
- Strong executive communication and consulting skills.
- Ability to influence senior leadership and lead enterprise initiatives.
- Exceptional analytical, strategic thinking, and problem-solving capabilities.
- Ability to manage multiple priorities in a fast-paced environment.
Experience & Education
- Bachelor's degree in Accounting, Finance, or related field.
- 8+ years of progressive government contracting finance/accounting experience.
- Demonstrated experience with indirect rates, pricing, cost allowability, ICS, FPRPs, and DCAA audits.
- Experience supporting CPFF contracts and complex federal acquisitions.
- Preferred: CPA and/or Master's degree.
- Preferred: Experience with CAS Disclosure Statements, government contractor ERP systems (D365, Costpoint, etc.), shared services organizations, and organizational integrations.
Travel
- Limited domestic travel as business needs require. $125,000 - $150,000
