Job Description:

Are you an experienced Construction Inspector and/or Contract Administrator with experience on municipal infrastructure projects in the Greater Victoria area of BC?

Parsons is currently seeking a Senior Construction Inspector / Contract Administrator to work on municipal projects at various locations in Victoria and surrounding area. Projects include municipal infrastructure, including roads, watermains, sanitary and storm sewers, and other underground utilities, delivered using MMCD contract documents and specifications.

In this combined role, the successful candidate will conduct inspections to determine contractor adherence and conformance with contract specifications and will administer municipal construction contracts on behalf of the owner/client.

The role is based in our Victoria office, and requires in-office and on-site presence in the Greater Victoria area.

Key Responsibilities

  • Ensure compliance with applicable health, safety, and environmental regulations.
  • Conduct inspections in accordance with applicable requirements (e.g., British Columbia MMCD contract documents and specifications, and other applicable municipal specifications, standards, and guidelines) and verify that the construction is performed in accordance with the contract documents and specifications.
  • Accurately monitor and document construction activities, progress, issues, and delays to provide updates to the client/owner through detailed daily diaries and photographs.
  • Prepare construction meeting agendas and record clear, concise minutes, ensuring all relevant topics, issues, actions, responsibilities, and due dates are captured and distributed.
  • Proactively identify construction issues, schedule impacts, and risks to cost, quality, and safety, and escalate or recommend mitigation measures as appropriate; provide input in resolving issues through the RFI, Site Instruction and Change Order processes.
  • Assist with coordination of onsite sub-consultants and quality assurance material testing; oversee the Quality Assurance program and administer non-conformances to the work.
  • Maintain field measurements, quantity calculations, and other documentation as required by the construction contract; report installed quantities to verify applications for monthly payment and change order work.
  • Support the administration of the construction contract on behalf of the owner/client, typically for a government agency/municipality, including progress payment and claims resolution.
  • Supervise junior inspection staff working on the project.
  • Perform other responsibilities associated with this position as may be appropriate.

Education and Experience

  • Degree or Diploma in Construction Management or Civil Engineering, and/or combination of related experience.
  • EGBC registered or ASTTBC certified as an AScT or CTech, and/or EGBC or ASTTBC registration/certification in good standing.
  • MMCD Contract Administration Certification is required.
  • 10+ years of demonstrated experience in contract administration on British Columbia municipal infrastructure projects delivered under MMCD contract documents and specifications, and/or in construction administration (combined experience in inspection and contract administration on municipal infrastructure projects is preferred).

Knowledge, Skills, and Abilities

  • Knowledge of the requirements of British Columbia MMCD contract documents, specifications, standard drawings, quality assurance, material testing methods and construction administration procedures and requirements.
  • Ability to prepare technical memos and reports.
  • Ability to utilize computer software such as MS Word and Excel, including experience with specific software, platforms, and templates and with material payment calculation methods and document control.
  • Valid Class 5 driver's license.

The successful candidate will have the ability to effectively balance detailed field inspection with proactive contract administration, while managing multiple priorities and deadlines in a fast-paced construction environment. They will demonstrate strong communication, leadership, and problem-solving skills, with a proven ability to collaborate with owners, contractors, and project teams to successfully deliver municipal infrastructure projects.
